차상위계층의 규모와 특성 및 지위 변화

Abstract

본 연구의 목적은 우리나라 차상위계층의 규모와 특성을 추정하고, 지위 변화의 과정과 요인을 분석하는데 있다. 한국복지패널자료에 이용한 분석의 결과, 우리나라 차상위계층의 규모는 전체 가구의 8.9%(2005년)와 7.3%(2006년)에 이르며, 여성, 노인, 한부모, 저학력, 실업이나 비정규직과 같은 빈곤계층의 특성이 차상위계층에서도 동일하게 관찰된다. 또한 이들의 소득, 재산, 총생활비 등의 전반적인 생활수준은 절대 빈곤층인 수급자보다 낮은 수준이다. 그러나 이들의 지위 변화는 매우 활발하게 이루어지고 있으며, 새롭게 진입하는 차상위계층의 규모도 상당한 것으로 분석되고 있다. 이 과정에서 통상적인 취약계층의 일반 가구로의 탈출 가능성은 상대적으로 낮으며, 수급자로 추락하는 가구와 차상위계층의 지위를 지속하는 가구 간 특성의 차이는 보이지 않는다. 이러한 분석의 결과에 기초하여, 본 연구는 차상위계층의 기준 개정의 필요성과 보편적인 사회보장제도의 확충을 제언하였다.

The main purpose of this study is to offer a comprehensive analysis of the near poor in Korea. For the stated purpose, this study estimates a magnitude of the near poor, finds out their general features, and examines the changing trends and causes from 2005 to 2006. The study uses the multi-nominal logistic regression and the Korean Welfare Panel Study data for the analysis. The results of the study can be summarized as follows. First there were about 8.7%(2005) and 7.3%(2006) near poor exist in Korea, and general characteristics for the poor such as female headed, aged, single parent, low educated, unemployed, non-standard workers were also observed in the near poor. Second, there were very active near poor dynamics in Korea. In general, low educated, aged, single parent, unemployed experienced relatively high degree of near poverty exit. Therefore, there is a need to amend the official near poverty line, and to expand more universal based income support programs.
