도시경관개선을 위한 환경색채가이드라인 적용에 따른 효과요인 평가 - 남양주시를 대상으로 -

Abstract

최근 전국적으로 자연 및 인문환경 등의 지역특성과 조화로운 경관을 조성하기 위한 계획수립 및 개선활동이 활발히 전개되고 있으며, 그 일환으로 지속적인 색채경관을 개선하기 위한 환경색채가이드라인 수립 및 적용도 확대되고 있다. 이에 본 연구는 국내에서 수립된 대표적 환경색채가이드라인의 수립현황과 구체적인 문제점의 분석 후 이루어진 남양주시를 대상으로 한 환경색채가이드라인의 시행평가를 통해 환경색채가이드라인의 효과요인을 파악하고 개선방향의 제시에 목적을 둔다. 본 연구의 결과, 전국적으로 환경색채가이드라인을 수립, 시행하고 있는 지자체의 현황과 특성이 정리되었다. 특히 지자체마다 지역의 특성과 적용대상에 따른 가이드라인의 내용과 범위의 차이가 있었으며, 심의와 자문, 계획관리 등에 적극적으로 활용하고 있었다. 그러나 지자체의 행정담당자와 지역전문가의 환경색채가이드라인에 대한 인지도가 낮았고, 내용의 난해함이 지적되어 향후 사용자의 사용특성을 고려한 내용 및 배포방안의 개선이 필요하다는 것이 지적되었다. 특히, 색채적용과 관련된 내용에 있어 지역마다의 차별성이 미흡하며, 사용자와 경관특성을 고려한 세부지침의 제시 등이 요구되었다. 또한 가이드라인의 효과요인으로서 조화성, 심미성, 지역성을 나타내는 지역경관과의 조화가 도출되었다. 본 연구가 지역과 조화된 개성적인 환경색채가이드라인의 수립 및 효과적인 사용방안 제시, 개선방안의 검토에 도움이 되기를 기대한다.

The planning works of a townscape color guideline have developed actively to from harmonious environment and landscape improvement on a national scale. This study focuses on improving the usefulness of a townscape color guideline by analyzing the establishment of the national guideline, the typical environment, and the related issues about color. The case study was performed by analyzing the experiment and evaluation on Namyangju-city. The results show that the environmental status and feature of the guideline are clarified and the direction to improve the efficiency is proposed. The guideline, especially, should be improved to consider the characteristics and application of users(the official in charge and design expert). Secondly, the issue of uniformity regarding the townscape color guideline should be considered for sustainable management according to the case study of Namyangju-city. This study is helpful to shape the unique landscape of a region and the planning work of a townscape color guideline.
