서울 한양도성의 보전·관리체계 연구 - 세계유산 등재기준 및 관리요건의 관점에서 -

Abstract

On April 20, 2012, Seoul Hanyang City Wall was included in the UNESCO’s Tentative List of World Heritage Sites. After being included the list, the Seoul Metropolitan Government immediately announced comprehensive schemes for the conservation, management, and good use of Seoul Hanyang City Wall, along with a long-term plan to lay the groundwork for its official registration in the UNESCO World Heritage list in 2015. This includes a master plan for a Conservation and Management System for Seoul Hanyang City Wall, setting up a department dedicated to this task, establishment of an operations Advisory Committee, and creating a museum and research institute related to the Hanyang City Wall. In order for Seoul Hanyang City Wall to be successfully included in the list of World Heritage Sites, it has to meet two requirements; first, it must satisfy “Outstanding Universal Value” which is the most critical requirement. Second, conservation and management systems of Seoul Hanyang City Wall have to be well implemented, organized, and in the required condition and forms. This study suggests that the following supplementation and improvements be implemented by the city government to meet the key requirement of a well-established conservation and management system for Seoul Hanyang City Wall. 1) Develop and implement stricter guidelines of conservation and management systems for Seoul Hanyang City Wall, take concrete action on related plans such as Comprehensive Plan and Landscape Management Plan of Seoul City, and designate the surrounding area of Hanyang City Wall as a scenic zone to strengthen implementation of such systems. 2) Create detailed managing guidelines appropriate to the special regional features such as geographical features and recent development in the surrounding area, and these guidelines should be exempted from the height regulations based on the Cultural property Protection Law. 3) Exclude the site from urban development zones and enforce strict control and regulation of redevelopment projects in the surrounding areas. 4) Arrange the additional management regulations of Seoul Hanyang City Wall and its surrounding areas. 5) Establish a department solely dedicated to the tasks of conservation and management of Hanyang City Wall.
