대한장애인체육회 가맹단체의 심판운영 체계 고찰을 통한 정책 제언

Abstract

The purpose of this study is to suggestion the development of referee’s operating of affiliated organizations and to systematize the referee management system according to the sports characteristics of sports events to ensure fairness and transparency of sports for the disabled. As a research method, we used literature research, experts and consultation, debate, questionnaire to make policy suggestions about the improvement plan through consideration of refereeing operating system of the Korea Paralympic Committee. The policy suggestions are as follows. First, it implements mandatory committee composition, regulation and operation manual, improves referee training system and education system, and raises competence of referee committee through professional referee manpower. Second, the qualification system is systemized to actively manage the education of each class, and the referee organization operating system, which can be operated separately from the Korea Sports & Olympic Committee, is constructed to overcome the shortage of manpower and management limitations. Third, mandatory education is mandatory and various education programs (cognitive & psychological skill, and customized) are provided to improve referee education management system for referee training and management. Fourth, we will improve the unreasonable allowance system by constructing a reasonable allowance system through the expansion of financial support for referee operation and applying incentives for overvalued people. Fifth, the video reading system applying advanced technology is expanded to improve the judgment. The significance of this study is that when the proposed policy proposal is operated as a virtuous cycle structure system, fair judgment culture can be formed and qualitative growth of disabled people 's sports can be achieved.
