신화의 붕괴, 그리고 희망의 정치?: 20대 총선에서 나타난 유권자 지형의 변화

Abstract

이 글은 20대 총선 분석을 통해 유권자 지형의 변화를 추적한다. 우리 사회가지난 10년간 ‘선거의 여왕’과 ‘기울어진 운동장’이라는 신화에 빠져 변화하는유권자 의식을 제대로 포착하지 못했다는 인식 위에서 이 두 개의 신화에 대한검토를 통해 유권자 지형의 변화를 살펴보고 있다. 제20대 총선에서 ‘선거의 여왕’인 박근혜 대통령의 암묵적인 지원에도 불구하고 새누리당이 패배한 원인은 새누리당 지지층이 이탈했고, 2030세대의 상대적 투표율 증가했기 때문이다. 이는 유권자들이 회고적 분노투표를 했기 때문인데, 이 개념은 또한 더민주의 호남패배, 그리고 국민의 당의 약진을 설명하는데에도 유용하다. 다음으로, 20대 총선은 ‘기울어진 운동장’의 신화를 무너뜨렸는데, 세대 균열이 중요한 원인이었다. 이 글은 새누리당 지지층 이탈의 핵심이50대라는 점에서 나이가 들수록 보수화된다는 연령 효과의 한계를 증명하고, 영남과 호남에서 나타난 세대 투표 양상을 통해 지역주의의 해체 가능성을 세대 균열에서 찾고 있다. 특히 이번 선거에서 두드러진 경제적 갈등을 통해 전통적인 의미의 이념 균열이 해체되고 있음을 보여준다. 결론적으로 정치적 불신 및 분노투표 증가와 세대 균열에 따른 기울어진 운동장의 해체는 한국 정치에서 유권자 지형이 근본적인 변화를 겪고 있음을 의미한다. 아울러 이런 경향은 정당 정치의 불안정성을 심화시킨다는 점에서 이번 선거를 통해 형성된 정당 구조는 대단히 유동적일 가능성이 높은 것으로 평가할 수 있다.

This paper traces the changes in electoral terrain by analysing the result of 20th general election. Based upon the recognition that political scholars and analysts have been unable to grasp the changing political consciousness of voting public having been preoccupied with the myths of ‘Park Geun-hye, the queen of election’and ‘tilted playing field’, authors attempt to explain the changes in electoral terrain by examining the two myths. The defeat of Saenuri Party in the general election, in spite of the support from president Park Geun-hye, the queen of election, is analysed to be the increase in the votes of young electors dubbed ‘2030’generation and decrease in the votes of older Saenuri supporters. This could be explained in terms of ‘angry voters’. The term is also useful for explaining the losing of the Minjoo Party in Honam region, and the great progress of the People’s Party. The election also saw the breakdown of the myth of ‘tilted playing field’. The key to this collapse was the generational split of voters as the majority of angry non-voters were fifty something Saenuri supporters. This paper confirms the limit of ‘age effect’which says the older one gets, the more conservative his/her political stance becomes. From generation voting in Yeongnam and Honam region, this study finds a possibility of dissolution of the regionalism. In sum, the increasing of political distrust and angry voters, and the collapse of the tilted playing field myth signify fundamental changes in electoral terrain. The political party structure formed as a result of this election could be very unstable as the aforementioned tendencies tend to destabilize party politics.
