Abstract: Implemented in Seoul, South Korea in 2004, the integrated public transit fare system allows passengers to make transfer trips up to four times without additional charges and with fare discounts. This study analyzes the spatiotemporal variability of the fare savings. To this end, one day&amp;apos;s smart card data from a weekday in May 2023 were combined with demographic and transit infrastructure data at the administrative unit level. The results revealed that users could save approximately USD 0.9 per trip on average for transfer trips. Moreover, the Geographically and Temporally Weighted Regression modeling showed that key factors, such as travel distance, income level, and transit accessibility, had different effects on fare savings, depending on the time of the day and area. The fare savings due to the implementation of the integrated fare system were greater in areas with longer travel distances and lower income levels, suggesting enhanced socioeconomic equity. Moreover, they were greater in areas with low public transit accessibility, especially during the morning peak period. The research findings provide valuable insights for policymakers to optimize the public transit fare system, meet the needs of diverse populations within cities, and establish a more inclusive and sustainable public transit system.</description>

Abstract: 본 연구는 수도권 광역철도 서해선(대곡~소사) 개통을 사례로 신규 도시철도 노선 도입이 대중교통 네트워크 구조와 도시철도 역 접근성에 미치는 영향을 교통 네트워크 관점에서 분석한다. 기존 연구가 개별 역이나 노선의 수송 실적 변화에 초점을 맞추어왔으나 본 연구는 네트워크 구조 변화와 접근성 개선 효과의 공간적 전이를 함께 고려한다. 이를 위해 서해선 개통 전후의 GTFS 기반 실제 운행 정보를 활용하여 철도 네트워크를 구축하고 매개중심성을 포함한 네트워크 중심성 지표와 60분 누적 기회 접근성 지표를 산출하였다. 또한 공간회귀모형을 적용하여 접근성 변화의 공간적 상호의존성과 파급효과를 분석하였다. 분석 결과, 서해선 개통은 수도권 서부권역의 대중교통 네트워크 구조를 재편하며 접근성 개선 효과를 유발한 것으로 나타났다. 특히 신규 노선에 30분 이내로 접근가능한 지역과 네트워크 내 매개중심성 변화가 접근성 개선에 유의미한 영향을 미쳤으며 이러한 효과는 인접 지역으로 확산되는 공간적 파급효과를 보였다. 이러한 결과는 도시철도 개통 효과가 개별 역세권 수준의 변화에 국한되지 않고 네트워크 연결 구조의 재편을 통해 권역 전반의 잠재적 이동 기회를 변화시킬 수 있음을 시사한다. 또한 접근성 변화 분석이 향후 광역교통망 계획 과정에서 노선 검토, 환승 거점 고려, 연계 교통 서비스 평가 등 네트워크 차원의 계획 의사결정을 지원하는 분석적 근거로 활용될 수 있음을 보여준다. 본 연구는 GTFS 기반 네트워크 분석과 공간계량모형을 결합하여 도시철도 개통 효과를 네트워크 차원에서 규명하였다는 점에서 학술적·정책적 시사점을 제공한다.; This study analyzes the impacts of the introduction of a new urban rail line on public transport network structure and station-level accessibility from a transport network perspective, using the opening of the Seohae Line (Daegok~Sosa) in the Seoul Metropolitan Area as a case study. While previous studies have focused on changes in ridership performance at individual stations or along specific lines, this study considers both network structural changes and the spatial diffusion of accessibility improvement effects. To this end, rail networks before and after the opening of the Seohae Line are constructed using GTFS-based actual operational information, and network centrality measures, including betweenness centrality, along with a 60-minute cumulative opportunity accessibility indicator, are derived. In addition, spatial regression models are applied to analyze the spatial dependence and spillover effects of accessibility changes. The results show that the opening of the Seohae Line restructured the public transport network in the western Seoul metropolitan area and generated accessibility improvement effects. In particular, areas accessible within 30 minutes to the new line and changes in betweenness centrality within the network had significant impacts on accessibility improvement, and these effects exhibited spatial spillovers to neighboring areas. These findings suggest that the impacts of urban rail openings extend beyond individual station areas and can reshape regional accessibility patterns by altering network connectivity and potential mobility opportunities. The results further indicate that accessibility change analysis may support metropolitan transport planning by informing network-level decision-making, including route evaluation, transfer hub consideration, and integrated feeder service planning. This study provides academic and policy implications by demonstrating urban rail opening effects at the network level through the integration of GTFS-based network analysis and spatial econometric models.</description>

Abstract: 본 연구는 분양가상한제에 대한 일반인의 정책성과에 대한 인식을 분석하고자 하였다. 이를 위하여 선행연구와 시행 이력을 바탕으로 경제적 효과 4개 측정변수, 시장적 효과 5개 측정변수, 사회적 효과 4개 측정변수 그리고 산업적 효과 4개, 정책 인지도 4개 측정변수를 정의하였다. 이를 바탕으로 일반인을 대상으로 분양가상한제의 설문조사를 실시하고, 독립표본 T-검정과 순서형 로지스틱 회귀분석을 통하여 통계적 유의성을 검증하였다.
분석 결과, 경제적, 시장적, 사회적, 산업적 효과 그리고 정책 인지도가 정책성과 평가에 있어 유의한 정의 영향을 확인하였다. 그러나, 21개 측정변수 중 15개의 변수가 분양가상한제의 정책성과 인식에 있어 정의 영향을 미치는 것으로 나타났고, 일부는 제외되었다.
이를 바탕으로 향후 보다 다차원적인 측면에서의 분양가상한제의 정책평가 요인을 규명하고 이를 활용한 정책적 의사결정을 유도할 필요가 있다.; This study aimed to analyze the general public&amp;apos;s perception of the policy performance of the price cap system for new apartments. To this end, based on prior research and implementation history, four measurement variables for economic effects, five for market effects, four for social effects, four for industrial effects, and four for policy awareness were defined. Based on this, a survey on the price cap system for new apartments was conducted among the general public, and statistical significance was verified through T-tests and ordinal logistic regression analysis.
The analysis results confirmed that economic, market, social, and industrial effects, as well as policy awareness, had a significant positive influence on the evaluation of policy performance. However, it was found that 15 out of 21 measurement variables had a positive influence on the perception of policy performance of the price cap system for new apartments, with some variables excluded.
Based on these findings, it is necessary to identify the policy evaluation factors of the price cap system for new apartments from a more multidimensional perspective in the future and to guide policy decision -making utilizing these findings.</description>

      <title>A Semi-Supervised Framework for Road Condition Assessment: From Minor Surface Distress to Post-Disaster Failures</title>

Abstract: Accurate road-condition segmentation is crucial for intelligent transportation systems (ITS), enabling autonomous driving and post-disaster recovery. Yet, most prior studies focus on binary or low-class segmentation, limiting applicability to complex scenes where subtle surface degradations and large-scale obstructions coexist. To address this gap, we present a unified framework for pixel-level segmentation across 11 road-condition classes using a hybrid dataset integrating the Post-Disaster Road Dataset Japan (PDRDD-J), the Social Media Image Dataset for Disaster Road Damage Object Detection (SoDR), and the Road Damage Dataset 2022 (RDD2022-J). The defined classes include background, road, manhole cover, alligator crack, linear crack, pothole, vehicle, natural blockage, structural blockage, sinkhole, and collapsed road. To learn this label space under limited supervision, we propose F-UNet, a Feature-Level Data Extractor (FLDE)-guided extension of U-Net integrated into a standard teacher–student self-training protocol and trained through progressive pairwise specialization. Unlike conventional U-Net variants that rely solely on global multi-class training, F-UNet derives FLDE guidance through pairwise road–damage patch training and injects it during decoding to better handle class imbalance and thin, low-contrast defects. Extensive experiments demonstrate consistent gains over strong baselines, supported by high-confidence class-wise analysis, confusion-matrix analysis, and error and uncertainty-based failure-mode characterization under disaster edge cases. On a held-out test set, the teacher model achieves 0.8652 mIoU, representing a 15.5% improvement over standard U-Net and outperforming U-Net++, DeepLabV3+, SegNet, and FCN under the same supervision setting. In the semi-supervised configuration, the student model further improves to 0.8727 mIoU. The F-UNet source code is available at https://github.com/EdaTsujimoto/F-UNET</description>
