반부패행위에 의한 공직부패의 결정요인: 역용된 국가적 위기상황의 매개효과분석

Abstract

본 연구는 반부패행위의 요인과 공직부패가 어떤 인과성을 갖는지 규명하는 데 목적을 두었다. 이 과정에서 사회적 실태를 반영하여 역용(逆用)된 국가적 위기상황의 매개효과를 검증하고, 각 요인의 직･간접적인 상대적 영향력을 실증 분석하였다. 이를 위해 한국행정연구원의 ‘2020년 정부부문 부패실태에 관한 연구’의 수집된 데이터를 활용하여, 가설검증을 위한 회귀분석을 수행하였다. Baron & Kenny(1986)의 3단계 검증 방법을 활용하여 직･간접효과 분석을 실시하였으며, Andrew F. Hayes의 Process Macro Model IV를 적용하여 매개효과를 검증하였다. 분석 결과, 반부패행위의 요인 중 의식변화, 관행개선, 행정과정 및 역용된 국가적 위기상황이 공직부패에 직접적인 영향을 미치는 것으로 확인되었다. 또한 반부패행위의 요인이 역용된 국가적 위기상황을 매개하여 공직부패에 직･간접적인 영향을 미치는 부분매개효과가 있는 것으로 검증되었다. 공직부패는 단순히 사적 이득을 취하기 위해 당사자간 은밀한 등가교환으로 그치는 것이 아니라, 공복(公僕)으로서 헌신하는 성실한 공직자와 국민 그리고 국가의 존속에 악영향을 미치는 중요한 사안이다. 또한 역용된 국가적 위기상황은 공직부패로 인해 1:1로 나타나는 것이 아니라 1:Nn의 악영향과 함께 치유될 수 없는 후유증이 남게 된다. 따라서 공직부패가 유발되지 않도록 강력한 조작과 통제가 지속되어야 할 것이다.

The purpose of this study is to identify the cause-and-effect factors of anti-corruption behaviors and the universality of public office corruption. In this process, the mediating effect of the corruption in national crisis reflecting the social status quo was verified, and the relatively direct/indirect influence of each factor was empirically analyzed. During such a process, the study utilized data collected from the “Research on the State of Corruption in the Government Sector in 2020” of the Korea Institute of Public Administration and made a regression analysis to verify the hypothesis. Using the three-step verification method of Baron & Kenny(1986), the study performed direct/indirect effect analysis and it was able to verify the mediating effect by applying Andre F. Hayes’ Process Macro Model IV. As a result of the analysis, it was confirmed that among the factors of anti-corruption behavior, change of consciousness, improvement of customs, administrative process, and corruption in national crisis had a direct influence on the universality of corruption in public service. In addition, it was verified that the factors of the anti-corruption act had a partial mediating effect that directly/indirectly affected the universality of public office corruption by mediating a national crisis. It was concluded that corruption in public service is not just a secret equivalent exchange between parties for private gains. It is rather an important issue that adversely affects the existence of sincere public servants, citizens, and the nation dedicated to public service. In addition, the corruption in national crisis does not appear as 1:1 due to corruption in public service, but it comes in as 1:Nn and leaves behind effects that cannot be modified as easily. Therefore, strong manipulation and control should be continued and firmly fixed so that corruption in public service does not continue to thrive to be in practice.
