청년추가고용장려금의 고용효과에 관한 연구

Abstract

2017년 10월부터 2019년 5월까지 청년추가고용장려금을 신청하여 받은 사업체자료와 고용보험 DB 자료를 결합하여 추가고용장려금 수혜 사업체의 특성, 수혜사업체와 비수혜 사업체 간의 차이, 청년추가고용장려금의 고용효과를 분석하였다. 2016년 5월과 12월, 2017년 5월과 12월 말의 상시근로자수, 지역, 업력, 업종, 청년내일채움공제 수혜 상태를 통제하고 장려금을 신청한 기업과 미신청 기업을 비교한 결과 2017년 12월부터 신청 기업의 상시근로자수가 연평균 약 5명더 증가하였다. 청년추가고용장려금의 순 고용효과를 매칭과 도구변수 추정 방법을 사용하여 추정한 결과를 종합하면 순 고용효과는 지급대상 근로자 수의 60∼ 70%이다.

Using the administrative data of applicants for Additional Youth Employment Subsidy (AYES) Program from October 2017 to May 2019 combined with the Employment Insurance Database, we study the characteristics of the firms that received AYES, differences between the participant and non-participant firms, and the employment effects of AYES. After controlling for the number of employees as of May and December 2016 and 2017, location, number of years in business, industry, and the status of participation in the Tomorrow Mutual Aid Program for Young Employees (TMAPYE), we find that the participant firms have hired on average 5 more persons per annum than the non-participant firms have. We estimate the net employment effect of AYES using matching and instrument variable estimation methods. Our estimation results suggest that the net employment effect of AYES is 60 to 70 percent of the number of subsidized employees.
