복지국가 유형과 교육복지의 제도적 모형

Abstract

교육복지 개념의 체계적 정교화를 위해서는 교육과 복지의 사회정치적 결합구조에 대한 심층적인 이해가 요구된다. 본 연구는 이러한 시도의 하나로서, 먼저 교육복지 개념을 교육의 사회정치적 목적과 관련하여 재조명하고, 이를 바탕으로 복지(국가)체제 유형에 따른 교육복지의 제도적 구현 양상을 예비적으로 분석･논의한다. 이를 통해 본 연구는 한국의 교육복지 관련 정책담론을 보다 풍부하게 하고 더욱 체계적인 후속연구를 촉발하기 위한 분석틀 구성의 한 방향을 제시한다.

As an effort to elaborate the notion of educational welfare, this study attempts to systematically examine the socio-political nexus between social welfare and education. To this end, this study first sheds light on educational welfare in relation to a range of socio-political purposes of education, and then provides a preliminary analysis of the institutionalization of educational welfare policies in Sweden, Germany, and the United States from a welfare state regimes perspective. Finally, implications are discussed in light of developing a useful conceptual framework for sharpening our understanding of educational welfare within the Korean context of the historical evolution of social policies.
