한국 지방정부 출산장려정책의 상향적 정책확산

Abstract

본 연구는 상향확산에 초점을 두고 출산장려정책을 대상으로 상향확산, 수평확산, 하향확산을 동시에 검증하고, 상향확산을 유발하는 기제를 규명하고자 하였다. 이를 위해 광역자치단체를 분석단위로 2007년에서 2011년의 패널자료를 구축하고, 중앙정부에서 광역자치단체로의 하향확산은 기술적 자료분석을, 기초자치단체에서 광역자치단체로의 상향확산과 광역자치단체 간 수평확산은 Cox 비례위험모형을 이용하여 검증하였다. 기술적 분석결과는 중앙정부에서 광역자치단체로의 하향확산과 기초자치단체에서 광역자치단체와 중앙정부로의 상향확산이 발생했다는 것을 나타냈고, Cox 비례위험모형의 분석결과는 기초자치단체에서 광역자치단체로의 상향확산과 광역자치단체 간 수평확산이 일어났다는 것을 증명하였다. 또한 기초자치단체 간 출산장려금의 불평등과 기초자치단체의 열악한 재정능력을 개선하라는 압력이 상향확산을 유도한 것으로 밝혀졌다.

We simultaneously analyze bottom-up, top-down, and horizontal diffusions of pro-natalist policy and investigate the mechanisms of bottom-up diffusion. We examine the top-down diffusion from central government to provincials and the bottom-up diffusion from municipalities to central government by descriptive data analysis, and the bottom-up diffusion from municipalities to provincials and the horizontal diffusion among provincials by the Cox proportional hazard model, using panel data of provincial governments from 2007 to 2011. The results of descriptive analysis show that the pro-natalist policy is diffused from central government to provincials and from municipalities to central government. The Cox regression results provide evidence that the policy is diffused from municipalities to provincials and among provincials. The Cox regression results also show that the inequality in birth subsidy amounts among municipalities and the poor fiscal health of municipalities are the cause of the bottom-up diffusion from municipalities to provincials.
