제인 제이콥스의 경계공백지대가 소매업 매출에 미치는 영향-서울시를 중심으로-

Abstract

Jane Jacobs는 “미국 대도시의 죽음과 삶(1961)”에서 도시의 물리적 환경이 보행과 경제활동 등 도시의 생동성에 중요한 역할을 함을 관찰자의 관점에서 주장하였다. 그녀가 주장한 물리적 환경들 중에서 ‘경계공백지대’(border vacuums)는 도시의 활동을 저해하는 중요한 요인이므로 잘 제어되고 관리되지 않는 한 도시의 생동성에 저주에 가까운 역할을 하게 된다. 본 연구는 Jane Jacobs가 주장한 경계공백지대가 실제로 도시의 경제활동, 여기서는 소매업 매출에 미치는 영향을 서울시를 중심으로 실증적으로 분석하고자 한다. 여기서의 경계지대로 고려되는 물리적 환경은 그녀가 주장한 지상철도, 고속도로 및 폭원이 넓은 간선도로, 대규모 공원, 대규모 단일용도 도시시설 등이며, 이들과 소매업 매출관의 관계를 선형회귀모형을 구축하여 실증하고자한다. 주요 결과는, 경계공백지대 중, 편도 4차선 이상 도로인 대로와 건물군, 지상철도는 소매업 매출에 긍정적인 영향을 주는 것으로 분석 되었다. 표준화회귀계수로 판단하였을 때, 대로와 건물군이 상대적으로 높은 긍정적 효과를 나타내었다. 반대로 고속도로와 공원은 소매업 매출에 부정적인 영향을 주는 것을 확인하였다.

Most of Jane Jacobs’ observative concepts addressed in “The Death and Life of Great American Cities”(1961) have not been still empirically identified. One of the concepts that we should pay more attention to is the role of borders in urban vitality. She defined a border as the boundaries of large single-use territories or corridors. She argued that they could be curses in vitalizing a big city in a way that they prevents people from crossing to get to neighboring districts. This study aims at empirically identifying how ‘border vacuums’ affect urban retail sale as the measures of urban vitality, focusing on the great Seoul city. Our empirical evidences on border vacuums are mixed, contrary to what Jacobs argued saying that they are curses in vitalizing a big city. The borders such as highways and large-scale parks had significantly negative impacts on increasing urban retail sales. The others such as arterial roadways, on-ground railways, building groups have positive influence in urban retail sale. These complicated results indicate that the borders can not only play a significant role in discouraging economic activity. But they can also play a significant role in even encouraging it as long as they are well controled and managed as Jane Jacob emphasized in her book.
