- Abstract
- 본 논문는 쿨루프 사업과 옥상녹화 사업의 도시열섬현상 저감에 따른 주민 쾌적성 향상 효과를 가치화하고 이를 경제성분석에 반영하여 두 사업의 경제성을 비교분석하는 데에 목적이있다. 본 논문에서는 기존 연구의 한계를 보완하기 위해 두 정책의 기온저감에 따른 주민 열쾌적성 향상효과와 기타 어메니티 향상효과 등을 조건부가치측정법(contingent valuation method, CVM)으로 가치화한다. 이때 구체적인 각 사업의 기온저감량은국토교통과학기술진흥원(2019)에서 분석한 결과를 사용한다.
Green- and cool-roof installations have been recognized as effective means to mitigate the urban heat island effect. Despite their usefulness as a policy, there has been little attention to their economic feasibility. This study attempts to conduct a cost-benefit analysis for two policies concerning green- and cool-roof installations in Seoul, Korea. The contingent valuation method was employed to assess their non-market effects on local amenities, including the thermal comfort of residents and city aesthetics, revealing that the non-market effect of the green-roof installation was 1.72 times greater than that of the cool-roof installation. This is because the former could ameliorate not only thermal comfort but also other amenities, while the latter only improves thermal comfort. To synthesize, the green-roof installation policy is economically more feasible and meaningful than the cool-roof installation policy. Finally, this study suggests a policy direction for urban heat island mitigation based on the results obtained.
