저소득층을 위한 주택정책의 지역별 효과 분석 - 주거급여와 주택바우처 제도를 중심으로

Abstract

본 논문은 기존의 주거급여 제도와 주택바우처 제도의 효과를 분석하여 지역별 주택정책의 방향을 제시하는 것이다. 제도별 지역효과를 비교하기 위하여 수요함수를 설정하여 수요의 변화를 분석하고 지역산업연관모형을 활용하여 제도시행에 따른 지역 및 국민경제의 파급효과를 분석하였다. 마지막으로 두 제도의 수요 변화에 따른 저소득층의 복지수준 변화를 분석하였다. 분석결과 주거급여 제도에 의한 주거서비스와 기타재화들의 수요 변화는 10,120억원, 주택바우처 제도에 의한 수요변화는 10,574억원으로 주택바우처 제도에 의하여 증가되는 수요가 다소 큰 것으로 분석되었다. 주거서비스 수요의 경우 주거급여 제도시 발생되는 수요는 1,212억원, 주택바우처 제도시에는 9,031억원으로 주택바우처 제도가 큰 것으로 분석되었다. 지역별로 살펴보면 서울, 부산, 경기, 충북, 제주지역은 주택바우처 제도 시행으로 증가되는 수요가 큰 것으로 나타났다. 주택바우처 제도의 효과가 큰 지역들 중 충북과 제주지역을 제외하면 대도시 지역에서 주택바우처 제도의 효과가 큰 것으로 분석되었다. 이러한 분석결과는 주거서비스 가격이 상대적으로 높은 대도시 지역에서 주택바우처 제도의 효과가 크게 나타남을 가리키는 것이다. 그리고 두 제도에 의하여 발생하는 수요 변화가 지역 및 국민경제에 미치는 파급효과를 분석하였다. 그 결과 생산증가액은 주거급여 19,218억원, 주택바우처 제도 23,437억원으로 주택바우처 제도의 효과가 약간 큰 것으로 분석되었다. 또한 본 논문에서 두 제도 시행이 주거복지에 미치는 효과를 보상변화(CV)와 동등변화(EV)를 통하여 분석하였다. 복지효과 분석결과 동등변화(EV)를 기준으로 주거급여 제도 9,789억원, 주택바우처 제도 10,213억원으로 주택바우처 제도의 복지 수준 향상이 조금 더 큰 것으로 분석되었다.

This paper aims to analyze the impacts of the housing benefit program and the housing voucher program on regional economies in Korea. The paper estimated the housing demand function for low-income people to analyze the regional multiplier impacts by considering demand changes in the housing service demand and other goods demand. The result showed that change in total demand generated by the housing voucher program increased to 1,057.4 billion won while change in total demand generated by the housing benefit program increased to 1,012.0 billion won. By comparing demand for housing service in each program, the housing voucher program was greater than the housing benefit program. Among the sixteen regions, Seoul, Busan, Gyeonggi-do, Chungcheongbuk-do, and Jeju regions were more suitable for the housing voucher program to generate the total demand compared to the housing benefit program. It is possible that the housing voucher program has more economic impacts in large metropolitan regions including Seoul, Busan, and Gyeonggi-do because the relative price for housing service demand is higher than other regions. However, the industrial output was increased by 2,343.7 billion won with the housing voucher program, while there was only 1,921.8 billion won as the industrial output with the housing benefit program. Moreover, the findings of this paper indicated that based on equivalent variation(EV) as the improvement of housing welfare the housing subsidy program increased to 978.9 billion won while the housing voucher program increased 1,021.3 billion won.
