| dc.description.abstract | 정부는 지난 2003년 대구지하철 참사에서 통합적인 재난안전 무선통신망의 필요성에 대해 인식하고, 통합 국가재난안전무선통신망 구축 사업을 추진 중에 있다. 그러나 사업추진과정의 부적정성으로 약 10년이 지난 현재까지 사업이 지연되고 있다. 본 논문에서는 상기 국가재난안전 무선통신망 구축사업의 추진과정에서 드러난 법·제도적 문제점을 고찰하고, 최근의 기술동향을 파악하여 사업추진의 개선방안을 제시한다. 본 연구를 통해 도출된 결론은 3가지로 제시할 수 있다. 첫째, 재난망 사업의 기본원칙 재정립이다. 둘째, 업무 특성을 고려한 기술방식 선정과 접근방법 재검토이다. 셋째, 기술전략보다는 운용전략을 우선수립 접근방법 재검토이다. | - |
