이해충돌과 과학 연구 윤리

Abstract

본 논문은 이해충돌이 과학연구 상황에서 제기하는 윤리적 쟁점을 논의한다. 우선 이해충돌과 과학 연구부정행위 사이의 개념적, 실천적 연관관계를 살핀다. 그리고 적절히 통제되거나 조정되지 않은 이해충돌의 상황은, 과학연구가 생산적으로 이루어지기 위해 필수적인 연구자 사이의 신뢰 유지에 치명적으로 작용하며, 객관적인 과학지식의 성장을 가로막아 과학의 객관성을 위협하고, 사회적으로 중요한 쟁점에 대해 신뢰할만한 과학전문가 제언이 제공될 수 있는 기회를 봉쇄한다고 주장한다. 마지막으로 이해충돌 상황에 적절히 대처하기 위해 필요한 조치를 모색한다.

I discuss a number of ethical issues raised by COI(conflicts of interest) in scientific research. First, the conceptual and practical relations between COI and its related, but distinct issue of research misconduct are examined. I argue that COI, if not properly managed (or regulated), could seriously damage the effective maintenance of the 'trust' between researchers, which is essential for the scientific research to be productive, and hinder the healthy growth of objective scientific knowledge, threatening the scientific objectivity itself. Also COI could spread skepticism about the reliability of scientific expert opinions on the socially important issues. Lastly I suggest a few necessary steps to be taken in order to tackle COI situations satisfactorily.
