dc.description.abstractThis study attempts a more detailed categorization of Korea's local production system to more efficiently define local human resource development strategy. Based on classification by Colin Crouch and Patrick Gales, we have defined Korea's industrial complexes and regions by the type of business cluster into the following: Networks of SMEs (horizontal integration), Networked Firms (vertical integration) and Empirical Cluster (weak or almost no link between businesses). Based on such classification, this study conducted a case study on the Networks of SMEs in more detail. Garment and shoe industrial clusters, the leading examples of Networks of SMEs, exhibited a number of characteristics in HRD strategy. First, there is almost no formal training provided at the individual company level, with the employees building their skills through informal practices. Another way for individual companies to acquire skilled labor is mostly recruiting from other companies or using outside skilled labor such as temporary workers or short-term non-standard workers. Third, as garment and shoe industries are pursuing high-quality, high value-added products, there are moves to provide training and education at a collective level. The local occupational training in both industries is still in its early stage but likely to develop into a local tripartite training institute in the future.-
