글로벌 경제 거버넌스와 글로벌 네트워크에서 NGO의 역할

Abstract

본 논문의 목적은 오늘날 국제무역을 중심으로 한 글로벌 경제 거버넌스가 어떻게 구축되어 있으며, NGO등이 주축을 이루는 글로벌 네트워크가 어떻게 글로벌 경제 거버넌스에 영향을 미치고 있는지를 살펴보는데 있다. 본 연구는 이론적 분석 틀로서 경제적 세계화를 마르크스주의적 관점으로 살펴보고, 글로벌 네트워크의 역할을 사회운동의 시각으로 분석하고자 했다. 이러한 이론적 토대로부터 본 연구는 NGO가 주축을 이루는 세계시민사회의 글로벌 네트워크가 세계화 시대의 글로벌 경제 거버넌스 속에서의 기능과 역할 그리고 문제점과 그 대안을 살펴보았다. 그 결과로 본 연구는 시장의 자율적공간의 확대에 대비하여 세계시민사회는 그들 스스로를 더 책임감 있고 투명하게 함으로써 반헤게모니 블록을 형성해야한다는 결론은 도출하고 있다. 조직의 투명도를 높이기 위해서 INGO 또는 NGO는 국제적이고, 조직적인 합의를 이끌어 내는 것부터 시작해야만 한다. 그리고 제3섹터에서의 투명성의 중요성을 의논하기 위한 공개토론의 장이 만들어져야 한다. 세계 양심과 공공 양심의 수호자로서의 역할을 위해 세계시민사회를 구성하는 주체들은 자율성과 투명성을 제고하는 노력이 필요하며 사회의 공공성을 구현하려는 의지를 포기해서는 안 될 것이다.

This study examines the organization of global economic governance and the effects of the global civil networks on the global economic regime. Starting from the marxist theories, it reflect on the role of global civil society and its networks to the global economic governance, its function, and the problems. The alternatives this study proposes are that the global civil society should construct a counter-hegemonic bloc. This new social movement can be realized by the transparency and the autonomy of the civil society vis-a-vis capitals and the State power. To improve its transparency, the NGOs and INGOs should secure international and organizational consensus and constitute opened public sphere to discuss the agenda and the functions of their organization.
