IMF 거버넌스에 있어 시민사회의 역할

Abstract

이 논문은 IMF 거버넌스 과정에서 시민사회가 어떤 역할을 수행해 왔는지를 분석하고, 그 한계 및 향후 과제는 무엇인가를 고찰하였다. IMF와 시민사회의 관계는 1990년 중반 이후 IMF의 시민사회와의 협력의 중요성에 대한 인식이 증가함에 따라 보다 심화될 수 있었다. 시민사회는 특히 IMF의 투명성과 책무성 강화, 대표성의 보완, 그리고 채무탕감, 빈곤완화, 지원조건 및 구조조정 등을 포함하는 IMF 정책의 결정과정 및 내용의 변화 등에 큰 영향을 미쳤다. 향후 시민사회의 역할이 보다 효과적이기 위해서는 시민사회의 자체적 정당성 강화 노력, 지적 능력의 향상, 그리고 개도국 시민단체들의 역량을 강화하는 방향으로의 선진국과 후진국 시민사회단체 간에 조화로운 협력 방안의 모색이 필요하다.

This paper examined the role, limits and future challenges of civilsociety in IMF governance process. The relationship between IMF and civilsociety has more deepened with IMF’s acknowledging the importance ofengagement with civil society since the mid 1990’s. Civil society hascontributed to let IMF enhance accountability and transparency, tosupplement the poor representation, and to change policies and programs,particularly including debt relief, poverty reduction, and conditionality andstructural adjustment toward more considering those who are affected bythem. For more effective role of civil society in future, it needs tostrengthen internal legitimacy, improve lack of economic literacy in termsof activities of IMF, and cooperate between civil society organizations inthe North and South in direction of supporting to build up southernpartners’ capability and allow them to speak for their citizen.
