지구거버넌스의 민주화와 시민사회의 역할

Abstract

지구거버넌스의 민주성 결핍을 보완할 수 있는 국제행위자로서 많은 기대를 받고 있는 세계시민사회는 그 자체의 정당성 문제를 극복할 수 있어야 한다는 비판을 받는다. 지구거버넌스의 민주화를 위한 시민사회의 역할은 이해당사자들의 대표 또는 대변자로서의 역할, 투명성과 책무성 증진 역할, 참여 또는 심의민주주의 기능 강화 역할, 다른 행위자들과의 파트너십을 통한 지구거버넌스의 민주적 정당성 강화 역할을 들 수 있다. 시민사회는 내부적 및 외부적 책무성의 부족으로 그 정당성을 비판받고 있지만 그러한 정당성은 다양한 형태를 통해 확보될 수 있다. 즉 시민사회는 내부 민주주의의 강화와 함께 보편적 인권 및 지구적 정의의 관념과 기존의 국제조약, 시민단체 회원의 확장 및 NGO들의 연계, 전문성, 국가 및 국제제도의 지구거버넌스 이행의 실패, 지구거버넌스의 다른 행위자들과의 파트너십 구축, 외부의 평판 등을 통해 정당성을 증진시킬 수 있다. 이처럼 세계시민사회가 내부적 책무성 강화를 위한 기제들을 강화하는 동시에 정당성과 관련한 문제점들을 이론적으로, 그리고 현실적으로 해결해 나간다면 지구거버넌스의 민주화 추진을 위한 세계시민사회의 정당성은 그만큼 강화될 것이다.

Existing arrangements to govern global spaces suffers from major democratic deficits. In these circumstances, the growing numbers of people have looked to civil society groups as a conduit for the democratization of global governance. Civic associations can represent the stakeholders by acting as a mouthpiece for abused or marginalized groups, increase transparency, promote accountability, and enhance the democratic legitimacy of the global governance via using partnership with or support from powerful actors such as governments and international organizations. The legitimacy of civil society has been criticized on account of internal and external accountability. However, accountability can take multiple forms. Legitimacy can be advanced and instituted not only through strengthening internal democratic procedures; but also through promoting universal human dignity or global justice, pressing implementation of international treaties, making coalitions with other NGOs that have extensive membership and have already been ‘legitimated’ by high levels of public support, building up expertise, criticizing and trying to redress the failing legitimacy of state to implement the already signed rules that govern global relations, using partnership with or support from other powerful actors in global governance, and lastly, by trying to enhance a reputation based on the logic of a market place of ideas.
