우리나라의 친빈곤적 성장(pro-poor growth) 분석

Abstract

본 연구에서는 친빈곤적 성장(pro-poor growth)이란 개념을 통해 우리나라의 1982～2006년 기간의 경제성장이 빈곤에 미친 영향을 살펴본다. 이 기간은 군사독재정권, 민주화, 외환위기, 진보적인 정권의 등장 등 우리 사회가 상당한 변화를 겪은 기간으로 성장과 빈곤과의 관계를 파악하는데 매우 흥미로운 시기이다. 동일비율 최저생계비를 적용하여 친빈곤적 성장을 분석시에는 빈곤지표에 따라 차이를 보이고 있다. 빈곤율을 기준으로 하면 친빈곤적 성장을 달성하지 못했지만, 빈곤갭비율을 기준으로 하는 경우에는 1990년대 이후 저소득층에 대한 지원이 증가함에 따라 친빈곤적 성장을 이룬 것으로 측정되었다. 반면에 특정연도(2004년) 최저생계비를 이용하여 분석시 빈곤지표에 상관없이 친빈곤적 성장을 이룬 것으로 나타났다. 한편 가구주의 성을 기준으로 살펴보면 남성은 심도에서 여성은 규모에서 친빈곤적 성장을 이룬 것으로 분석되었다. 여성은 경제활동참가 증가를 통해 규모면에서 친빈곤적 성장을 이루었지만 남성에 비해 소득증가폭이 낮게 됨에 따라 심도면에서는 남성에 비해 친빈곤적 성장을 이루는 경우가 적은 것으로 나타났다.

This study examines, in the light of the concept of “pro-poor growth,” how Korea’s economic growth during 1982 and 2006 has affected poverty. With utilizing annually adjusted poverty thresholds, the effects of the 24-year growth have varied from one poverty indicator to another. For instance, despite negligible changes in the number of the poor, the income levels of those living below the poverty threshold have increased as government supports for the poor, particularly in the late 1990s, have increased. However, when the same poverty line was used for all the sample years, the economic growth has been pro-poor in terms of both quantity and quality.
