여성의 출산율 결정요인과 출산장려정책의 방향

Abstract

일반적으로 사회경제환경과 여성의 출산율과는 매우 밀접한 관계가 있다고 할 수 있다. 그러나 기존의 출산율 추정에서는 인구학적으로만 접근하였기 때문에 사회경제환경이 달라짐에 따라 다르게 나타나는 출산율을 추정하는데 한계가 있었다. 본 연구에서는 인구학적 측면과 사회경제적인 측면을 고려하여 여성들의 코호트별 출산율을 추정하였다. 코호트별 출산율 추정은 과거추세모형과 사회경제모형을 이용하였으며, 사회경제모형에 사용된 변수는 경제성장률과 남성비경제활동인구비율 그리고 여성경제활동인구비율이다. 분석결과 과거추세모형보다는 사회경제모형이 우수한 것으로 나타났다. 그리고 코호트별 출산율 추정을 위한 사회경제모형으로부터 총출산율(TFR)을 높이기 위해서 육아지원과 같은 복지정책보다 경제성장에 따른 청년층의 고용증가정책이 효과적인 출산장려정책임을 제시하였다.

It is widely recognized that the socio-economic environment is positively related to the age specific fertility rate(ASFR). However, it seems that researchers have little given their attention to this relationship. This paper attempts to investigate the relationship between the socio-economic environment and the ASFR, and to present a model to estimate the ASFR specifically taking into consideration three variables including non-economically active population rate of male, economic growth rate and economically active population rate of female. Based on the result obtained, the paper directs an effective policy which can enhance the total fertility rate(TFR) of Korea.
