한국의 재정분권 수준은 과연 낮은가?

Abstract

한국에서 재정분권에 대한 논의 및 정책은 재정자립도라는 비과학적인 지표를 통해 세입확충이라는 편협된 방향으로 기울고 있다. 이러한 정책방향의 묵시적인 가정은 한국의 재정분권 수준이 낮다는 것이다. 본 연구는 한국의 재정분권 수준이 과연 낮은가에 대한 객관적인 평가를 시도하였다. 이를 위해 OECD 국가들과 비 OECD 국가들을 포함한 전체 국가들의 재정분권 수준 자료를 사용하여 재정분권을 결정하는 요인을 분석하였다. 추정된 식을 사용하여 한국의 재정분권 수준을 세입분권과 세출분권으로 나누어 비교하였다. 분석결과, 한국의 세입분권 수준은 국제간 비교해서 결코 낮지 않음을 보여주었다. 또한 한국의 세출분권 수준(지방자주재원 + 이전재원)은 오히려 높게 나타났다. 본 연구의 정책시사점으로 두 가지를 제시한다. 첫째, 무조건 지방에 세원만을 이양하는게 바람직한 것이 아니고, 적정 재정분권(optimal fiscal decentralization)이란 개념으로 접근할 필요가 있다. 둘째, 한국의 경우 이전재원을 통한 지방재정분권이 상당히 높은 수준인데, 한국처럼 작고 동질적인 국가는 국가전체의 효율성 관점에서 이전재원을 통한 재정분권은 바람직할 수 있으며 지방자주재원을 과도하게 강조할 필요성이 없다.

Is the Level of Korea’s Fiscal Decentralization Really low?Young LeeJin Kwon HyunThere has been deep-rooted and implicit belief that the level of fiscal decentralization is too low in Korea. We empirically examine whether or not the level of fiscal decentralization is really low by using the data of OECD as well as non-OECD countries. We estimate the determinants of revenue and expenditure decentralization separately. Our empirical findings are that the level of Korea's revenue decentralization is not low, and that of expenditure decentralization is relatively higher. Our policy suggestion has twofold. First, the level of fiscal decentralization should be discussed with the concept of optimal decentralization. Second, fiscal decentralization heavily depending upon intergovernmental transfer, might lead to more efficiency rather than high level of revenue decentralization in some countries like Korea, where is small and homogeneous.
