기초자치단체 주민참여예산제의 낭비성 예산 통제 효과

Abstract

본 연구는 주민참여예산제의 핵심 목적 중 하나인 낭비성 예산 억제 효과를 검증하여 선행연구의 부족한 부분을 보완하고자 하였다. 주민참여예산제는 조례로 제도화한 경우로 한정하였고, 시간적 범위는 2003년에서 2020년으로 설정하였으며, 연구모형의 추정방법으로는 일반화 이중차분법과 Arellano and Bond(1991)의 동적패널모형을 활용하였다. 먼저, 도입 현황 분석 결과는 기초단체가 주민참여예산제의 확산을 주도하였고, 중앙정부가 주민참여예산제의 확산에 강력한 영향을 미쳤다는 것을 시사한다. 다음으로, Arellano and Bond(1991) 동적패널모형의 추정결과는 주민참여예산제가 낭비성 예산을 억제하는 효과가 있을 것이라는 연구가설을 지지하고, 시차종속변수, 재정능력, 정치이념, 정치적 지지, 소득수준, 도시화 수준, 교육수준 등이 낭비성 예산의 규모에 통계적으로 유의한 영향을 미친다는 것을 보여준다.

The purpose of this study is to make up previous studies by empirically testing the effects of participatory budgeting (PB) in suppressing wasteful budgets. The analysis case is limited to the PB institutionalized as an ordinance, the time period is set from 2003 to 2020, and generalized difference-in-difference and Arellano and Bond’s linear dynamic panel model are used as the estimation method of the research model. First, the descriptive analysis on the adoption of PB suggests that municipalities led the diffusion of the PB, and the central government had a strong influence on the diffusion of the PB. Second, the results of Arellano and Bond’s linear dynamic panel model support the research hypothesis that the PB has the effect of suppressing wasteful budgets. The results also show that lagged dependent variable, fiscal capacity, political ideology of and political support for incumbents, income level, urbanization level, and education level have statistically significant effects on the amount of wasteful budgets.
