'북핵' 위협인가, 북핵 '위협'인가: 북핵 안보담론 구성 요소 고찰

Abstract

1990년대 이후 ‘북한 비핵화’는 이른바 보수․진보 진영을 막론하고 한국 안보담론의 성상(聖像)이 되었다. 그러나 비핵화에 매몰된 담론은 그것이 실제 추동해야 할 ‘비핵화’로 이어지지 못했으며, 반대로 ‘강화된 북핵 능력’이라는 현실은 비핵화 담론의 끊임없는 재생산으로 이어졌다. 본 연구는 이 같은 문제의식을 토대로 안보 문제의 담론적 구성을 중시하는 안보화 이론을 원용해 북핵 문제와 관련한 한국의 안보담론을 고찰한다. 이를 위해 먼저 안보화 이론의 핵심을 소개한 뒤, 북핵 안보담론의 본질적 측면을 파악하고 비판적으로 접근하기 위해 안보화 이론의 개념적 틀이 한반도 안보 상황에 어떻게 적용되는지 논의한다. 이어 노무현, 이명박 정부 주요 안보 행위자들의 발화행위를 분석하고 비핵화 담론이 노정한 의미 변화 및 왜곡 과정을 살펴본다. 마지막으로 결론에서 본 연구가 지니는 정책적․이론적 함의를 제시한다.

Ever since the 1990s, ‘Denuclearization of North Korea’ has become a plank in South Korea’s security discourse. However, the concept of denuclearization embedded in Seoul’s discourse has not translated denuclearization into a reality; the concept has only been reiterated itself while North Korea has developed its nuclear capabilities. This study analyzes the South Korean security discourse on North Korea’s nuclear threat using securitization theory. Firstly, it introduces the crux of the theory and highlights the ways in which the conceptual framework is applied to the situation of the Korean Peninsula. Next, the study explores speech acts articulated by security actors in the periods of the Roh Moo-hyun and Lee Myung-bak administrations. The conclusion suggests political and theoretical implications.
