기후위기 대응을 위한 탈식민주의적 대안: “현재주의(presentism)”를 넘어 “연결된 역사들(connected histories)”을 향해

Abstract

본고는 탈식민주의적 관점이 기후위기 대응에 관하여 새로운 이론적 관점을 제공할 수 있음을 논의한다. 기후위기는 지구 온난화, 극한 기상 현상, 해수면 상승 등물리적 변화를 통해 드러나며, 이는 국제사회에 막대한 영향을 미치고 있다. 현재 전세계 이산화탄소 배출량의 대다수를 차지하고 있는 국가의 상당수가 과거 식민지 쟁탈전을 벌였던 서구 자본주의 강대국/선진국이라는 사실을 감안한다면, 기후위기는 그들의 제국주의, 식민주의와 함께 논의될 필요성은 자명하다. 이런 맥락에서 본고는 현재 국제사회에서 이루어지고 있는 서구 선진자본주의 국가들이 주도하고 있는 기후위기 대응에 어떤 문제가 있는지 분석한다. 이러한 분석을 통해 서구 중심으로 논의 및 진행되고 있는 기후위기 대응에는 현재주의(presentism)라는 역사관이 내재되 어있음을 상술한다. 탈식민주의적 관점에서 바라본다면, 현재주의적 역사관이 내재 되어있는 기후위기 대응은 과거 식민지배의 역사를 은폐한다고 할 수 있다. 본고는 서구 선진자본주의 국가들의 기후위기 대응에서 드러나는 이와 같은 역사적 공백을 “연결된 역사들(connected histories)”이라는 탈식민주의적 관점을 통해 보완할 수 있음을 논한다. 연결된 역사들이란, 피식민자에 대한 정복과 착취의 역사가 배제되어 있는 유럽 근대성의 서사를 해체하고자 하는 관점･사유･실천적 행위를 의미한다. 본연구는 이러한 “연결된 역사들”이 기후위기 문제해결에 매우 중요한 시사점을 제공 한다고 주장한다.

This paper discusses how a postcolonial perspective can offer new theoretical insights into addressing the climate crisis. The climate crisis, manifesting itself through physical changes such as global warming, extreme weather events, and rising sea levels, has a significant impact on the international community. Notably, many of the countries currently responsible for the majority of global carbon dioxide emissions are the same advanced capitalist economies that once engaged in colonial conquest. Therefore, the climate crisis needs to be discussed alongside the history of imperial colonial rule. To this end, the paper first explains the climate crisis and then examines the issues surrounding the current international response, which is predominantly led by advanced capitalist states in Europe. Through this examination, it highlights that commonly adopted approaches to the climate crisis within the international community are imbued with “presentism,” a view that the past is known from the perspective of the present. From a postcolonial viewpoint, these presentist responses overlook the history of colonial rule. The paper argues that this historical gap in the response of Western advanced capitalist countries to the climate crisis can be addressed through the postcolonial concept of “connected histories.” Connected histories aim to dismantle the Western-centric narrative of modernity that excludes the history of conquest and exploitation of colonized peoples. This study asserts that the effort to reveal the interactions between different historical experiences, reflecting the perspectives of various social groups, is crucial to complementing the presentist historical perspective inherent in current climate crisis responses.
