공기업 CEO의 출신 배경과 기업 업력이 정부 보조금 수취 관계에 미치는 영향

Abstract

본 연구는 국내 공기업의 나이와 보조금 수취의 관계를 연구함에 있어, 공기업 CEO의 정치적 배경과 특성이 미치는 교호작용을 실증적으로 분석하였다. 기존의 연구들이 기업의 나이 및 CEO의 출신 배경과 보조금 간 관계의직접적인 효과 또는 보조금이 기업 실적에 미치는 영향에 중점을 두었다면, 본 연구는 기업 나이와 보조금 수취의관계에서, CEO의 정치적 배경과 특성을 조절변수로 설정하여 기업 나이와 고위공무원 출신 인사, 정치인 출신 인사 및 재직기간 등의 상호작용이 보조금 수취에 미치는 영향을 실증 분석하였다. 2013년에서 2018년까지의 국내36개 공기업의 데이터를 토대로 분석한 결과, 공기업의 나이가 많을수록 더 많은 보조금 수취에 직접적인 영향을미친다는 것을 발견하였다. 한편, 공기업의 나이와 보조금 간의 관계에서 고위공무원 출신 CEO가 부(-)의 교호작용을 할 것이라는 가설은 지지되었고, 정치인 출신 CEO는 정(+)의 교호작용을 가질 것이라는 가설은 기각되었다. 반면 CEO의 재직기간의 경우 정(+) 교호작용을 예상하였으나, 통계적으로 부(-)의 방향으로 유의미한 것으로 나타났다. 이는 오래 존속된 공기업은 자원 획득 능력이 우수하여 더 많은 보조금을 획득한다고 볼 수 있다. 또한, 공기업의 보조금 수취에 있어 CEO의 정치적 배경에 따른 영향력은 점차 약화 되고 있으며, CEO의 재직기간이 길어질수록 보조금 비중을 감소시킨다는 것을 시사한다. 본 연구의 결과는 공기업 CEO의 특성과 보조금 획득을 고찰하는데있어 실무적 함의가 있을 것으로 기대된다.

This study empirically examined the interaction between the political background and tenure of CEO in studying the relationship between the age of Korea public corporations and subsidy collection. Significant findings are that the age of public corporations does have a significant impact on subsidy collection. Also, a former public servant CEO would have a negative interaction in the relationship between public corporation age and subsidies, the hypothesis that a CEO with politician career would have a positive interaction was rejected. On the other hand, the positive interaction effect on the tenure of CEO was statistically significant. The results of this study are expected to have practical implications in discussing the characteristics of CEO of public corporations and the acquisition of subsidies.
