Community resilience closely related to Collective activities, these activities can be categorized into resident- and public-led activities, is vital for addressing local issues. Two types of community projects exist in Jangwi district. The Community-Building Project is resident-led and public-supported, while the Urban Regeneration Project is administration-led and resident-participated. Therefore, this study used structural equation modeling (SEM) to examine whether resident-led or publicly led community activities affect community resilience depending on the community project characteristics. The results showed that resident-led activities had a direct impact on community resilience in community building projects. However, in urban regeneration projects, public-led activities had a direct effect on community resilience, while resident-led activities had an indirect effect on community resilience. This results have two main implications. First, the academic implication is that even in regions where collective activities are not very active, such as the West, the community activities that have the greatest impact on community resilience are resident-led activities based on daily exchanges. Second, the policy implication is that community projects should be implemented in a way that software projects that strengthen residents' collective activities are implemented first, followed by hardware projects that improve the physical environment. These implications make this an important empirical case study for community resilience research and community projects.-
