녹색건축인증제도(G-SEED)의 인증항목별 득점현황 연구: 공동주택부문 본인증 대상으로

Abstract

본 연구는 G-SEED 중 본인증을 가장 많이 취득한 공동주택 414건(2017∼2021)을 대상으로 인증 등급 및 득점 현황을 분석하고 전문분야별 인증 항목별 득점현황을 연도별, 신청기관별, 신청지역별로 세대수와 비교 분석하여 건설 공사비의 규모의 경제논리가 적용되는지 여부와 G-SEED 심사기준 개선 여부를 제시하고자 한다. 자료 분석 중 인증현황은 정부의 공공기관 의무대상 범위 확대와 인센티브(지방세 감면, 건축기준 완화) 제공으로 ‘17년 이후 인증 건수가 대폭적으로 증가(44.4%) 하였다. 인증득점(평균득점, 배점 대비 평균득점율) 분석은 건설 공사비가 수반되는 전문분야들은 현저하게 평균득점율이 낮은 반면에 단순한 환경제품 사용과 계획수립 분야들은 높은 평균득점율을 나타냈다. 세대수 중심의 다중조건 평균((배점 대비 환산평균득점율) 분석은 ‘1. 토지이용 및 교통’과 ‘1-1. 토지이용’만이 세대수가 많아질수록 득점율이 작아짐에 따라 인증 신청기관들은 공사비가 많이 소요되는 인증항목들을 피하는 등 당초 G-SEED 도입 취지와는 어긋난 결과를 나타냈다. 결국, G-SEED 심사기준은 특정 전문분야에 편중되지 않도록 분야별 가중치와 인증항목 배점, 정량적 인증항목 등으로 조정되는 심사기준에 대한 개정안 마련이 필요하다.

The study analyzed the converted average score rate of 414 apartment houses(2017-2021) based on the number of households(by year, by application agency, and by application area), and found that only "1. Land Use and Transportation" and "1-1. Land Use" were contrary to the original purpose of introducing G-SEED, as the score rate decreased as the number of households increased. In the end, an amendment should be considered to adjust the weight of each field and the distribution of certification items so that the criteria for screening G-SEED are not concentrated in a specific field.
