｢국가자원안보 특별법｣ 제정의 의의

Abstract

글로벌 에너지·자원 불확실성 확대에 따른 에너지·자원안보 위기에 효과적으로 대응할 수 있는 특별법인 국가자원안보 특별법이 제정되어 2024년 2월 6일 공포되었다. 자원 빈국이자 수출 제조업비중이 큰 우리나라는 안정적인 공급망 확보가 매우 중요한데, 무역전쟁이 심각해지면서 경제블록화가 형성되고, 주요국의 자원 무기화가 강화되며 지정학적 위기가 이어지는 상황이 지속되어 자원안보 위기에 보다 체계적이고 효과적으로 대응하기 위하여 특별법이 제정된 것이다. 이에 본 논문에서는 국가자원안보 특별법의 개요와 구성을 살펴보고, 우리나라의 경제와 에너지·자원 수급에서 이 특별법이 갖는 의의를 설명하였다.

On February 6, 2024, the National Resource Security Special Act was enacted and promulgated as a special law to effectively respond to the energy and resource security crisis caused by the expansion of global energy and resource uncertainties. As a resource-poor country with a large proportion of manufacturing exports, securing a stable supply chain is crucial for Korea. However, in a context in which trade wars intensify, economic blockades are imposed, major countries weaponize their resources, and geopolitical crises continue, the special law was enacted to respond to resource security crises more systematically and effectively. This study provides an outline and examines the structure of the National Resource Security Special Act and explains its significance for Korea's economy and energy and resource supply and demand.
