정책확산의 기제: 기초자치단체 출산장려정책을 대상으로

Abstract

정부의 정책은 왜 확산될까? 본 연구는 이 문제에 대한 해답을 얻기 위해 기초자치단체의 출산장려정책을 대상으로 수평확산의 학습, 경쟁, 모방기제와 하향확산의 모방 및 강압기제의 작용을 검증하였다. 분석방법으로는 도입 현황 분석, 정책결정자의 주관적 인식에 대한 설문조사, 사건사분석을 활용하였다. 먼저, 도입 현황 분석결과는 기초자치단체가 출산장려정책의 확산을주도하였고, 기초자치단체의 확산양상은 이론적 확산유형에 부합하나 광역자치단체의 확산양상은 이론적 유형에서 벗어났으며, 중앙정부의 정책적 개입이 출산장려정책의 확산에 영향을미쳤다는 것을 보여준다. 다음으로, 설문조사 결과는 지방자치단체의 정책결정자들은 이론적논의에서 제시된 모든 기제의 작용에 의해 정책확산이 발생하고, 자신들은 합리적인 행위자라고 인식하고 있다는 것을 나타낸다. 마지막으로, 사건사분석의 결과는 학습, 경쟁, 모방기제가모두 작용하여 기초단체 간 출산장려정책의 수평확산이 발생했고, 모방과 강압기제가 하향확산을 유도했다는 것을 보여준다. 이상의 분석결과는 정책확산의 기제에 대한 계량적인 사건사분석의 결과와 정책결정자의 주관적 인식이 대체로 일치한다는 것을 시사한다

Why does policy diffusion occur? To answer this research question, we examined the effects of learning, competition, and emulation mechanisms of horizontal diffusion and the emulation and coercion mechanisms of top-down diffusion by using municipal pro-natalist policies (PNP) in Korea. We analyzed the adoption of PNP, conducted a survey on the subjective perceptions of local policy makers, and conducted event history analysis (EHA). The analysis of the PNP shows that the municipality led the diffusion of the PNP; that the diffusion pattern of the municipality was consistent with the theoretical pattern, whereas that of the regional governments deviated from the theoretical pattern; and that the central government’s intervention affected the diffusion of the PNP. The survey results indicate that local policy makers recognized that policy diffusion occurs by all the mechanisms suggested in the theoretical debate, and that they were rational decision-makers. The results of the EHA suggest that learning, competition, and emulation mechanisms caused horizontal diffusion of the PNP among municipalities, and emulation and coercion mechanisms induced top-down diffusion of the PNP. These results imply that the results of the quantitative EHA and the subjective perception of policy makers on the mechanisms of policy diffusion are generally consistent.
