의료분야 연구인력 수급 전망과 정책과제 - 전문가 델파이조사 방법 적용

Abstract

의료산업은 연구개발 비중이 높은 지식기반산업으로 우수한 연구개발 인력에 기초한 연구 역량이 산업경쟁력의 핵심요소로 작용한다. 연구개발 역량이 우수한 국가가 세계시장을 선도하고, 높은 기술력만 있으면 세계 시장지배를 통해 고도성장이 가능한 분야다. 특히 의료분야의 연구개발 역량 강화를 위해서는 적정규모의 의사 연구인력 확보가 선결되어야할 과제다. 본 연구는 의료연구의 주요 분야인 임상연구(진단 및 치료기술개발)와 기초의과학 연구분야에 대한 세부기술분야를 정의하고 이들 분야별 연구인력 수급현황 및 전망을 전문가 델파이 설문기법을 적용하여 조사 분석한다. 본 연구의 주요 결과를 정리하면 다음과 같다. 첫째, 2007년 현재 의료산업 분야에는 의사 연구인력을 포함해 연구개발 인력이 필요한 적정규모에 비해 약 11,300명 부족(의사 연구인력 약 7,830명 부족)한 것으로 평가된다(부족률: 약 37%). 둘째, 향후 2017년에는 필요 연구개발 인력 대비 공급이 약 29,840명 부족(의사 연구인력 약 10,230명 부족)할 것으로 전망되어 그 부족율(약 44%)은 더 심화될 것으로 전망된다. 본 연구결과는 정부의 적절한 R&D 인력수급 정책의 변화가 없다면 앞으로 의료분야의 연구인력 수급에 심각한 차질(부족 현상)이 예상됨을 보여주는 만큼 합리적이고 체계적인 연구인력 수급 정책마련이 시급하게 필요한 시점임을 강력히 시사해 주고 있다. 특히 이들 분야는 연구개발에 의사인력의 주도적인 참여가 필수적인 분야로서 본 연구의 조사․분석결과는 향후 적정 의사인력 수급에 대한 정책과제 및 시사점 도출을 위해서도 큰 참고가 될 수 있다.

Since the medical-care industry is a research oriented sector, a nation's research and development(R&D) capability based on the qualified R&D manpower is one of the key success factors to strengthen the global competitiveness of a nation's medical-care industry. Especially, medical doctor plays a leading role in the medical research area. As a result, securing the appropriate number of doctors needed for the research activities in these fields is an important precondition for a government policy that aims for a strongly knowledge-intensive medical-care industry growth. In this study, the current and future requirements for the clinical and basic medical science research personnel including medical doctors have been evaluated, extending the year 2017. For the study, we conducted and analyzed a delphi survey of the experts(the principal investigators) with expertise in these medical research areas. The results of this study can be summarized as follows; First, in 2007 the Korean medical-care industry R&D personnel is currently under-supplied as many as about 11,300 people including 7,800 medical doctors. The rate of under-supplied is about 37%. Second, in 2017 the evaluation shows that the R&D personnel in this area will be more severely under-supplied as many as 29,800 people including 10,200 medical doctor. The rate of under-supplied will be about 44%. As a result, the confrontation of demand and supply evaluation shows that, in general, severe shortages of R&D manpower in the areas of medicine-care will result if there are not adequate manpower policy adjustment. Our analyses can be utilized for developing the government R&D manpower planning including the adequate supply of medical doctors for the clinical and basic medical science research.
