지역 활성화 방식의 한일 비교 ― 가미야마와 군산을 중심으로 ―

Abstract

현재 한국의 지역 위기는 지역 인구의 상당수가 양질의 일자리와 교육의 기회를 찾아 수도권으로 이동하여 생긴 지역의 역량감소가 원인이다. 기존의 지역 활성화 방식이 한계에 도달한 시점에 새로운 대안이 필요하다. 본 연구에서는 일본의 가미야마와 한국의 군산을 비교 분석해 주민주도 방식과 기업지원 방식의 장단점을 검토하고, 이를 통해 새로운 돌파구를 찾아보고자 한다. 이를 검증하기 위해 기존의 지역 활성화 이론의 한계를 보완한 ABS모델을 통해 두 사례를 분석하였다. 구체적으로 Actor(추진주체), Business(사업내용), Support(지원체계)라는 3가지 축을 중심으로 자산을 분류하고 단계별 투입 및 연결하는 체계를 분석하여 두 사례의 강점과 약점, 성과 등을 정리하였다. 본 연구 방법으로는 두 사례의 현장 방문 및 이해관계자 인터뷰, 문헌 자료 등을 취합하여 근거를 강화하였다. 분석 결과 두 사례는 창의적 인재 유치 방식, 민관협력 기반, 지역자산의 발굴과 활용의 공통점이 있었으며, 활성화 주체에 따른 재원 구조, 속도, 지역사회와의 관계에서 차이점을 보여주었다. 본 연구는 주민 방식과 기업지원의 약점을 보완할 협력 방식을 제시했다는 점에서 의의가 있으며, 한계로는 일본의 산촌마을 사례와 한국의 중소도시 사례를 단순비교 했다는 점에서 일반화의 한계가 존재한다. 본 연구가 인구감소 및 산업쇠퇴로 지역의 소멸이 현실로 다가온 시점에 새로운 돌파를 찾을 수 있는 단서가 되기를 바란다.

Korea’s regional decline stems from reduced local populations due to migration to metropolitan areas for better jobs and education. As traditional revitalization methods reach their limits, new alternatives are needed. To identify effective strategies, this study compares the community-led approach in Kamiyama, Japan, and the corporate-supported approach in Gunsan, Korea. An Actor-Business-Support (ABS) model was employed, categorizing local assets by implementing actors, business content, and support systems. Field visits, interviews, and literature reviews revealed common strategies, including attracting creative talent, public-private partnerships, and asset utilization. However, differences existed in funding, implementation speed, and community relationships. The research suggests a cooperative model combining both approaches. However, generalization remains challenging due to contextual differences between revitalization approaches for Japan’s rural village and Korea’s mid-sized city. This study provides insights for addressing regional decline caused by population loss and economic stagnation.
