글로벌라이제이션 하 국가 주도의 ‘K-’담론과 문화 정경들 : 한류 관련 정책보고서의 담론 분석을 중심으로

Abstract

이 연구는 최근 아시아를 넘어 다양한 국가에서 수용되고 있는 한류 현상을 글로벌라이제이션(globalization)의 문맥에서 분석하였다. 지난 20여 년간 한류는 글로벌화의 흐름 속에서 아시아는 물론 미국, 유럽, 남미, 중동으로 확산되어 거대한 사회 문화적 흐름을 형성해 왔다. 특히, 한류의 영향력은 문화경제적 측면에서 그 분야와 범위를 확장해 왔다. 그 결과, ‘K-’란 기표는 한국이 경험하고 있는 글로벌화를 표상하는 현상이자 관용어가 되었다. 동시에 그 속에서 생성된 의미들은 이러한 조류 속에서 새로우면서도 복잡다기한 양상으로 나타나고 있다. 이에 이 연구는 한류의 변화와 그 함의를 고찰하고 그것이 글로벌화와 결합함으로써 무엇을 강조하고 정당화하며, 혹은 접합하거나 배제하는지에 관해 탐구하고자 한다. 이를 위해, 이 연구는 〈한류 백서〉를 비롯해 정부에서 발간된 일련의 정책 보고서들을 중심으로 한류 담론의 형성과 그 과정에서 드러나는 권력관계와 국가주의적 욕망, 이데올로기 등을 탐색적으로 논의하였다. 연구 결과, 복수의 한국 정부가 시행한 일련의 한류 관련 정책에는 한류를 통해 국가 정체성과 구성원들의 자긍심을 고취하는 민족주의적 접근과 더불어, 한류의 세계화를 통해 전 지구적으로 한국의 문화적 영향력을 확대하려는 제국주의적 열망이 존재하고 있었다. 이 과정에서 한류 및 ‘K-’ 담론은 정부와 기업, 그리고 언론의 공모를 통해 생성, 경합, 변형, 접합 등의 과정을 거쳐 재구성되거나 굴절되는 가운데 문화의 보편성과 특수성 사이에서 균형을 모색하고 있었다. 즉, 한국 정부는 한류의 글로벌 경쟁력 강화를 위해 보편적 요소를 활용하는 동시에 한국의 소프트파워가 지속적으로 유지·보존될 수 있는 이중적 전략을 구사하고 있었다. 향후 한류의 지속가능성을 위해 문화정책은 경제적 성과와 문화적 가치의 균형, 세계화와 지역화의 조화, 그리고 문화적 다양성과 창의성의 존중을 통해 지속적으로 실험·쇄신되어야 할 필요성이 있다. 이를 통해, 한류는 궁극적으로 글로벌라이제이션 하 각 지역과 수용자의 니즈를 반영한 유의미한 로컬 문화로 거듭날 수 있을 것이다.

This study analyzed the Korean Wave phenomenon in the context of globalization. Amidst the tide of globalization, the Korean Wave has spread beyond Asia to the United States, Europe, South America, and the Middle East, forming a massive social and cultural trend. In particular, the influence of the Korean Wave has expanded its scope and field, encompassing the entire cultural economy. As a result, ‘K-’ has become a significant phenomenon and idiom representing the globalization South Korea is experiencing. However, the meanings created within it appear more complex, containing the changes in the flow of globalization. Hence, this study examines the meanings of the Korean Wave and to explore what it emphasizes, justifies, and/or excludes by combining it with globalization. This study aimed to examine the formation of the Korean Wave discourse and the power relations and ideologies that exist in the process. We argue that the Korean Wave related policies implemented by each government have a nationalistic approach aimed at promoting national identity and pride through the Korean Wave (Hallyu), while at the same time, there is an imperialistic tendency to expand cultural influence through the globalization of it. In this process, ‘K-discourse’ have been constructed or refracted through the process of creation, competition, and combination through collusion between government, corporations, and the media, and have sought a balance between the universality and specificity of culture. Therefore, cultural policies must advance to a more mature form and stage through the balance of economic performance and cultural value, the harmony of globalization and localization, and the respect for cultural diversity and creativity. Only then, Korean culture can firmly maintain its position and value in the era of globalization.
