법정관광지 관련 국내 연구동향과 제도개선 방안 연구: IPA 분석을 중심으로

Abstract

본 연구는 지역관광개발 차원에서 법정관광지 관련 제도가 실효성 있는 정책수단으로 자리매김하기 위해 국내 연구 동향을 파악하고, 선행 연구의 개선 방안 과제 통해IPA 분석을 하였다. 특히 국내 연구 동향을 통해서 법정관광지 지정 및 조성운영과 관련한법·제도적 내용을 종합적으로 분석하고자 하였다. 관광지등 지정, 계획, 시행, 운영·관리 4단계로 구분하고 지정단계는 4문항, 계획단계는 7문항, 시행단계는 4문항, 운영·관리단계는 3 문항 총 18문항을 추출하여 IPA 분석을 실시하였다. 분석 결과 대부분이 최우선 해결 과제또는 후순위 처리 또는 보류 과제로 나타났다. 이는 제도 개선 방안에 따른 ‘실현성’이 높은과제에 대해서는 지속 유지 과제로 인식한 반면, 이해관계자 간 협의가 필요한 제도 개선 또는 장기간 소요될 것으로 예상되거나 많은 예산, 인력 및 조직 등을 필요로 하는 과제에 대해서는 장기적 개선 과제로 인식하고 있음을 시사한다.

This study analyzed domestic research trends and conducted an IPA analysis, supplementing previous studies, to establish the legal tourism site–related system as an effective policy tool for regional tourism development. In particular, the study aimed to comprehensively examine the legal and institutional components associated with the designation, development, operation, and management of legal tourist sites by reviewing domestic research trends. The IPA analysis was conducted using 18 items extracted across four stages: four items for the designation stage, seven for the planning stage, four for the implementation stage, and three for the operation and management stage. The analysis revealed that most tasks were classified as either top priority or lower priority/on hold. This indicates that tasks with high perceived feasibility within the system improvement plan are recognized as sustainable priorities, whereas tasks expected to require substantial time, budget, manpower, or organizational resources are viewed as long-term improvement tasks.
