투자 지향적 임대인의 신규계약 비중과 군집행동이 수도권 아파트 전세가율에 미치는 영향

Abstract

최근 아파트 가격과 임대료가 상승하는 가운데, 법인·비법인·외국인 임대인(이하 ‘투자 지향적 임대인’)의 시장 참여가 확대되며 이들의 신규계약 비중이 전세가율의 변동을 유발하고 있다. 문제는 이들이 전세가율 수준에 영향을 미치는 것에 그치지 않고, 특정 시장 참여자를 겨냥한 규제가 비규제 대상자의 군집행동(herding behavior)이나 규제 차익을 노린 대체(substitution) 행위를 유발함으로써 전세가율의 변동성을 키우고, 시장의 불안정성을 심화시킬 수 있다는 점이다. 이에 본 연구는 2017년 1월부터 2024년 12월까지 수도권 시군구 단위의 임대인 유형별 신규계약 비중 데이터에 패널 회귀모델(panel regression model)을 적용하여, 투자 지향적 임대인의 신규계약 비중이 수도권 아파트 전세가율에 미치는 영향과 법인의 투기 억제를 위해 시행된 7.10 대책 이후 비법인·외국인 임대인의 투자행태 변화 가능성을 분석하였다. 분석 결과, 법인 임대인의 신규계약 비중은 전세가율에 (+)의 영향을, 비법인은 (‒)의 영향을 미치는 것으로 나타났다. 그러나, 7.10 대책 이후에는 비법인과 외국인 임대인의 신규계약 비중도 전세가율을 상승시키며, 군집행동의 양상을 보였다. 이러한 결과는 임대차 시장 정책 수립 시, 시장 참여자의 투자 행태와 행태 변화 가능성을 고려한 정책 설계가 필요함을 시사한다.

Amid rising apartment prices and rents, corporations, non-corporates, and foreigners have become increasingly active in the rental market, raising the need to assess how their new lease shares influence the jeonse price ratio. And, government regulations targeting specific market participants may trigger herding behavior or substitution motivated by regulatory arbitrage among non-regulated agents, thereby increasing the jeonse price ratio’s volatility and deepening market instability. This study employs a panel regression model using monthly apartment jeonse price ratio data from January 2017 to December 2024, across municipalities in the Seoul Metropolitan Area, to analyze 1) how the new lease shares of corporations, non-corporates, and foreign property owners affect the jeonse price ratio and 2) whether the July 10 Housing Policy, which imposed tighter taxes on corporate property owners, triggered behavioral shifts among non-corporate and foreign owners. The findings indicate that corporate ownership increased the jeonse price ratio, whereas non-corporate ownership helped stabilize it. However, after the policy’s implementation, non-corporate and foreign owners also contributed to increases in the ratio, suggesting possible herding behavior. These findings suggest that effective housing policies should consider the behavioral patterns of diverse market participants, as well as their potential behavioral shifts in response to regulatory interventions.
