dc.description.abstract분양가상한제는 1977년 도입된 이래 강력한 주택 규제로 활용되어 왔다. 그러나, 지금까지도 분양가상한제의 실효성에 대해 찬반 논의가 계속되어 왔고, 분양가상한제의 성과 및 실효성에 관한 실증연구도 일치된 결과를 내놓고 있지 못하다. 이에 따라 분양가상한제는 그동안 시행과 폐지를 반복해왔다. 최근 주택시장에서 주택 가격 불안이 계속되면서 정부는 분양가상한제의 제도개선을 추진 중이다. 본 연구에서는 분양가상한제의 실질적인 정책성과를 평가하기 위한 평가지표를 제안하였다. 특히, 분양가상한제의 시장 및 경제적 영향요인은 물론, 그동안 정책성과 평가에서 고려되지 않았던 사회적, 산업적 영향요인들을 포함하는 다차원 성과평가지표를 제안하였다. 또한, AHP를 통한 평가지표의 중요도 분석결과, 주택가격 인하와 주거비 부담완화 등 직접적인 주택가격의 안정이 중요도가 높게 나타났으나, 이해관계자별로는 다소 상이한 결과를 보였다. 향후 본 논문에서 제안한 평가지표들을 활용한 실증분석이 이루어질 필요가 있다.-
dc.description.abstractSince its introduction in 1977, the price cap system for new apartment has been used as a strong housing regulation. However, until now, arguments against the effectiveness of the price cap system for new apartment have continued, and empirical studies on effectiveness of the price cap system for new apartment have not produced consistent results. Accordingly, the price cap system for new apartment has been repeatedly implemented and abolished. As housing price instability continues in recent years, the government is considering the improvement of the price cap system for new apartment. Therefore, this paper proposes evaluation indicators for evaluating the actual policy performance of the price cap system for new apartment. A multidimensional performance evaluation indicators are proposed, including market and economic influencing factors of the price cap system for new apartment, as well as social and policy influencing factors that have not been considered in the policy performance evaluation. In addition, in order to evaluate the actual performance of the price cap system for new apartment, the priority of evaluation indicators was analyzed through AHP. In the future, it is necessary to conduct empirical analysis using the evaluation indicators proposed in this paper.-
