Abstract

공공정책의 전통적 패러다임에서 비합리적 낭비는 용납되지 않는다. 가용자원이 제약된 현실에서 효율적인 자원배분을 위한 합리적 정책결정이 필요하다는 주장은 자명한 진리처럼 들린다. 하지만 이 명제는 적어도 문화정책에서는 통용될 수 없다. 문화예술의 세계는 고도로 복잡하고 불확실한 요지경 세상이기 때문이다. 여기에는 기계적 인과법칙도 없고 미래예측도 불가능하다. 따라서 정책결정의 합리성과 자원배분의 효율성도 원천적으로 불가능하다. 문화예술의 영역에서 정책 메커니즘은 결코 완벽한 문제해결기구가 아니다. 정책목표의 설정, 정책수단의 선택, 정책성과의 평가 등 여러 단계마다 근본적인 한계가 있기 때문이다. 문화정책의 세계에서 합리성과 효율성은 ‘말그지’(말이 그렇다는 것이지) 정도로 여겨져야 한다. 듣기에 그럴듯한 신화(myth), 격언(proverb) 혹은 구호(slogan)일 수는 있어도 절대 진리나 금과옥조일 수는 없다는 것이다. 애당초 불가능한 합리성과 효율성을 향한 끈질긴 집착은 오히려 의도하지 않은 부작용을 초래하기 쉽다. 문화와 예술을 위해서는 전통적인 패러다임에서 금기시하는 낭비성 정책을 과감하게 시도하는 편이 더 나을 수 있다. “지구가 태양 주위를 돌고 있다”는 것은 고대의 천동설 시각에서는 불경한 이단적 사고였겠지만 오늘날에는 지극히 평범한 상식이다. 문화정책의 세계에서 합리성과 효율성은 어쩌면 부두교의 주문과 같은 것일 수도 있다. 문화정책에 낭비를 허(許)하도록 하자.

The notion that “rationality and efficiency are core values pursued in public policy” is widely accepted both in academic circles and in society at large: the traditional paradigm does not tolerate irrational waste. Given scarce resources, it seems obvious that rational policy decisions are necessary for efficient resource allocation. However, this proposition does not hold for cultural policy. The world of arts and culture is an extremely complex and uncertain maze. There are no mechanical causal laws at work, nor is it possible to make any predictions. Therefore, rational decision-making and efficient resource allocation are fundamentally unattainable. Administrative mechanisms are never perfect problem-solving tools in the field of arts and culture. Every stage, from setting policy objectives to selecting policy instruments for evaluating policy outcomes, has fundamental limitations. In cultural policy, rationality and efficiency should be regarded as rhetorical goals. They may serve as myths, proverbs, or slogans that sound convincing, but can never be absolute truths or guiding principles. A relentless obsession with rationality and efficiency, which is ultimately impossible to achieve, is more likely to lead to unintended side effects. For the sake of the arts and culture, it may be better to boldly attempt wasteful policies that are considered taboo in traditional paradigms. The geocentric worldview of ancient times once considered the idea that “the Earth revolves around the Sun” to be a blasphemous heresy, but today, it is mere common sense. In the world of cultural policy, rationality and efficiency may be akin to voodoo. Let us consider waste in cultural policy.
