하이브리드 전쟁 개념의 진화와 이론의 체계화 방향

Abstract

본 연구는 하이브리드 전쟁(Hybrid Warfare) 개념이 지난 20여 년간 광범위하게 확산되었음에도, 이론적 합의에 이르지 못한 문제의식 하에서 두 가지 과제를 수행한다. 첫째, 하이브리드 전쟁 개념의 진화 과정을 크게 도입기(2007~2013)와 크림사태 이후확장기(2014~2021)로 구분하고, 핵심 쟁점ㆍ수행 주체ㆍ수단의 범위라는 세 가지 기준을 통해 개념의 변천을 추적하며, 인과 메커니즘 부재, 개념의 정치화, 물리적 수단경시 등 학계의 비판을 확인한다. 둘째, 이를 수용하여 하이브리드 전쟁을 재정의하고14가지 구성요소로 체계화한다. 아울러 재래식ㆍ물리적 타격 수단의 중요성을 복원하고, 3단계 강도 위계 구분, 공격-방어 간 쌍방향적 상호작용, 전략-전술 조율, 시너지메커니즘 이론화라는 추가 방향성을 제시한다. 결론적으로, 본 논문은 이러한 이론의체계화 및 향후 연구의 방향성 제시를 통해 하이브리드 전쟁에 대한 유효한 분석틀을제공하고자 한다.

This study stems from the critical recognition that despite the widespread proliferation of the concept of hybrid warfare over the past two decades, a theoretical consensus remains elusive. Accordingly, this research pursues two primary objectives. First, it periodizes the evolution of the hybrid warfare concept into a formative phase (2007–2013) and a post-Crimean expansionary phase (2014 –2021). By employing three criteria—core issues, executing actors, and the scope of means—it traces the conceptual transition and examines academic critiques concerning the absence of causal mechanisms, the politicization of the concept, and the marginalization of physical means. Second, by addressing these critiques, this study redefines hybrid warfare and systematizes it into 14 constituent elements. Furthermore, it reinstates the significance of conventional and physical strike capabilities while proposing additional theoretical directions: a three-tier hierarchy of intensity, bidirectional offense-defense interactions, strategic-tactical coordination, and the theorization of synergy mechanisms. Ultimately, by systematizing the theory and delineating future research avenues, this study provides a robust analytical framework for understanding contemporary hybrid warfare.
