The apartment blocks of Gwacheon-si were built by Korea National Housing Corporation in '83 based on the re-interpreted Neighbourhood Unit concept to form a New Town. During over the 30 years of time, the trees within the apartment blocks and along the streets have formed many urban forests mature enough to make Gwacheon-si recognised as one of the best well-being towns in the nation. Nevertheless, the residents’ lifestyles have changed so much that it can no longer be accommodated within the outdated apartment units and the building structure has deteriorated fast due to the lack of proper maintenances, therefore the city authority has permitted the redevelopment application with over twice more building volumes than the existing ones. The current redevelopment policies allow the removal of the existing urban forests some of which have been preserved during the initial New Town development and overlook the administrative measures to protect those. Although Gwacheon city authority's urban basic policies aim to achieve the eco-friendliness of the residential environment, its unitary development plan permits the destruction of the existing natural assets due to the absence of value recognition or the protection measures. Therefore, it is necessary to draw more detailed management plans regarding the existing urban forest for its protection before the redevelopment of the apartment blocks initiates. The resulting development pattern would be similar to the small scale urban development which has been favourably suggested in many current urban studies for the sustainability.-
