dc.description.abstractBC analysis is a main method to judge the public projects are worth doing or not. However there are some critical defects in the analysis to reach on the unanimous conclusion. The main reasons is the possibility of the omission and the duplication of benefit elements detected. Thus this paper proposed the analytical method called BCS that produces the pertinent benefit elements for the objective evaluation of public projects. The proposed method would contribute to the reduction of disputes between the interested parties of a public project and help to make negotiations and reduction of budget and waste through the objective judgement.-
