행정중심복합도시 첫마을 마스터플랜 공모전 당선작 바람개비 마을과선행 도시계획의 관련성 연구- 도시개념국제공모전 당선작과 행정중심복합도시 건설기본계획, 건설개발계획을 중심으로

Abstract

There were two precedent city plans before the International Master Plan Competition for the First Town of theMulti-functional Administrative city(MAC) Korea. One was The City of the Thousand Cities, one of the winner project in Urbanideas competition, by Adres Perea Ortega. The others are legal city plans, city masterplan, and city development plan bythe Korea Research Institute for Human Settlements(KHIRS). The planner who wanted to submit his project in the competition,couldn’t avoid considering these two preceding plans, because First village was the part of the overall city. The problem occursin that two preceding plans had opposing concepts, city structure, and method to form city structure. This thesis is astudy about what’s the differences between those two preceding plans. and what’s the relationship between the precedingcontrary city plans and First village Master Plan Competition winner ‘Weaving the program, Constructing Ground’ by Kuwon andDA. Perea suggested radical concepts including functional variety, indeterminacy, event generator, and open-end structure. Healso suggested a new method to form city structure such as the horizontal sacking of program strip, overlapping of multi-layer,a mix of various functions to accomplish the suggested concepts. Contrary, KHIRS followed traditional center oriented city plansand TOD based on the neighborhood community theory. They also carried out the city plan based on a typical Koreanresidence type, Apartment. The apartment complex is a peculiar phenomenon in Korea. It occupies one big block so mademany city problems. The planners of Kuwon and DA absorbed new concepts and methods similar to Perea’s. They alsoamalgamate those new concepts and methods with traditional city plans suggested by Korean planners and invented a creativeway for synthesizing thous two opposite plans.
