Recently, urban development using the ubiquitous technology has been very active. However, the biggest concern is that urban development is focused on the technology itself and this situation is keeping up, so the developments for technical realization are more frequent than the service development for the citizen. This study is focused on the urban development model with services for the citizen, not the technical development for the services. It is namely the methodology of innovative urbanization. With this point of view, the purpose of this study is (1) to define the innovative urbanization (2) to set up the three keywords - sustainability, predictability and mixing & networking - for realization the innovative urbanization (3) to present the development methodology of ubiquitous service in the city (4) to research the status and aim of urban artifact development of ubiquitous service (5) to study about theoretical and technical issues for the innovative urbanization and suggest the solution for them (6) to propose the ubiquitous services for the innovative urbanization using scenario methodology ©2009 IEEE.-
