dc.description.abstractIt is the surface area of the road that critically affects the rescue activities in case of urban disaster. The roads, nevertheless, are prone to a number of obstacles that could potentially hinder the effective rescue activities, such as street-parked vehicles, standing signboards, and electricity poles as well as pedestrians walking along the street. The usual traffic volume of the pedestrians and vehicles are determined by the uses and sizes of the buildings on the street. The number of parked vehicles, signboards, and electricity poles are also determined by the road management plan. This study, in this context, tries to suggest a technique to estimate the functionality of the roads from the perspective of disaster prevention in urban management plan; and to apply the technique in an existing urban block to test its effectiveness.-
