Abstract
Space and Environment is the historical cultural heritage that has been produced through the development of man's lives, and they will be inherited as tradition with a race, a region, and a culture. Furthermore, they will be the standard of evaluation to manage creative lives in the future. Without complete understanding of them, no futuristic creative lives can be presented, and for the recognition of historical cultural heritage, conservation and development is necessary. Conservation accompanies the course of choice. It is our present depending on the past, and it is creating a new environment, not only conserving the past. This study is focused on making Hwaseong a museum of architecture as World heritage in the city, and on recreating a balanced historical cultural environmental city by making the central area of fortress's lagged surroundings and economy activated with the idea of setting there as tourist attractions, based on the study of the relationship and organic development of Hwaseong and its environs, and by conserving where has its values, and development or reproducing where has the need, according to the historical environment.
