dc.description.abstract(Background and Purpose) There is a growing trend that local governments manage the entire process of public design even from making budget, by developing the assessment index to make it more effective. Therefore, this study put its purpose on suggesting measures to activate and develop public design for more effective projects, by seeing whether deliberation and consultation—that can be referred as a major role of Public Design Promotion Committee— function properly, and by analyzing current status of its management system, which is being processed under local governments. (Method) First, limited to the public participation projects of Gyeonggi-do, current state and problems of public design project were extracted in order to supplement its administration system, from the analysis on overall administration system and pertinent deliberation process and enactment results of the Committee. Second, a database that can be collected in the administrative field was used to understand the process of public design projects from an administrative perspective and to present practical applicable measures. Third, the problems of the administrative process were derived and alternatives were presented. (Results) Based on the analysis of each stage of the Gyeonggi-do public participation project, the problems and improvement plans identified through on-site analysis of whether the project was applied to the actual construction from the design to deliberation stage for assembling the project management system are as follows. First, local governments need to build infrastructure for public design as well as comprehensive and systematic instructions to manage the desultorily driven projects that are separately ordered according to construction types. Second, a standard for public design should be presented because of necessarily different results due to various factors, while forming a consultation group for implementation that can cooperate with civil experts to operate. Third, legal standards for general planners are needed. Fourth, organizational structure to secure design consistency from planning to construction stage was found to be very important as part of the policy to supplement the problems like the faults at the final stage, because the construction process may not follow the initial design. (Conclusions) Previously, studies on the administrative system and project evaluation related to public design have been conducted, but studies evaluating the comprehensive administrative system linking the initial stage of the project from budgeting to the construction stage are insufficient. Thus, this study is expected to be used as useful data in that the overall design administration process, which is currently recognized as a simple administrative task, can change the outcome of the project. Finally, it is hoped that this study can be used as basic data to establish an effective and systematic public design project management system through the results of various administrative procedures accompanying the public design project process.-
