The main benefit of national defense system seems to be the security of a nation and people. However the security effect is so nonphysical and abstract that it is difficult to measure in the monetary value even though it is essential to compare and make a decision for the priority among the various alternatives of weapon augmentation plans. Nowadays therefore, only the cost would usually be the main criteria for comparison and decision making among the weapons of similar performance. However we have no priority decision standards for the different types of weapons. For this problem, the security benefit measure method will be developed in this paper and that would contribute to the efficient decision in condition of the limited funds in national defense.-
