The multilateralism is a form of international relations that cope with common problems through cooperation and it presupposes sharing profits and losses, general principles, and continuity of the relationship. Above all, in terms of content, the multilateralism includes spontaneity, equality, reciprocity, diversity, openness, and so forth as essential rules. These principles of the multilateralism correspond to the basic requirements for establishing peace as a universal value pursued by the international societies. Therefore, the multilateralism and peace are in a relationship of means and purpose, and the ultimate goal of the multilateralism can be said to be peace. Meanwhile, it is true that modern Japan’s geopolitical initiatives such as the initiatives of national survival sphere, regional integration, and Pan-Eurasia solidarity have the characteristics that are in direct opposition to the principles of the multilateralism such as coercion, discrimination, unilaterality, uniformity, exclusion, and so on. In this study, I will analyze the peacelessness of modern Japan’s geopolitical initiatives within the theories of the multilateralism. And this paper will be able to help accumulating the academic data in related fields and in the future, preparing the policy means to achieve cooperation and peace in East Asia.-
