Abstract
Hungary has tried in various ways to liquidate its’ past from its time as a Soviet satellite to it’s transition to democracy, but these efforts cannot be considered successful. The collective guilt of compromising with the former communist regime made the victim’s compensation problematic and ensured passivity towards the punishment of the perpetrators of political crimes. Further, the fact that the former elites remained entrenched in real politics seems to have been a stumbling block to correcting historical wrongs. Korea must also prepare for how to deal with various illegal acts committed by the North Korean regime after reunification. First, it is necessary to address the problem of collection of evidence, the criteria for legal evaluation, and the regulation of laws. Also, it is necessary to deal with the issue of compensation for confiscated property, the qualifications of North Korean officials, legal and institutional support for the victims of the North Korean regime, and form consistent and logical standards and laws on the reading of secret records. The Bible teaches us not to repay evil with evil but to overcome evil with good. It suggests reconciliation through forgiveness rather than blood revenge. What we can consider in this regard is an amnesty system. Amnesty is a legal system, but it is based on the forgiveness and tolerance of the Bible. Of course, strict enforcement and punishment are inevitable. At the same time, it is also necessary to provide opportunities and time for the perpetrators to repent and to atone through community service.
