통일한국의 국회의원선거 실시 방안 연구

Abstract

본 연구는 급격한 북한 정권 변화에 따른 흡수통일 방식을 가정하여 통일한국의 바람직한 국회의원 선거제도 탐색과 현실적 여건에 맞춘 구체적 선거관리 방안을 탐색한다. 이를 위해 남북한 선거제도 차이점과 통합 상 문제점을 분석한 후 대안을 제시한다. 대안으로서는 첫째, 통일한국의 국회의원선거제도는 남북권역대표 100석의 상원과 독일식혼합형선거제도로 선출된 350석의 하원으로 구성된 양원제를 제안한다. 둘째, 통일한국의 선거관리 실천 방안으로서는 ‘통일선거준비단’과 ‘북한지역선거관리지원단’을 설치한다. 이 때 소요인력은 남한의 선거관리 유경험자, 북한이탈주민 등으로 충원한다. 셋째, 선거법위반행위 단속 조치를 취하는 등 선거과정의 투명성을 보장하기 위한 다양한 장치를 마련한다. 이를 위해서는 현행 북한의 임시 선거위원회를 상설로 발전시켜 각급 선거관리 기구를 설치하고 실무자 재교육을 실시하며, 공명선거를 위한 국제기구 선거감시단 파견도 제안한다.

This study explores the desirable National Assembly Election system and various implementing strategies for the first successful National Assembly Election upon two Korea unification. To do so, it first proposes the Combined Bicameral System derived from the current South Korean system and German mixed member electoral system . This new electoral system will represent 100 seats of Upper House proportional representation, and 350 seats of Lower House local electorates. Secondly, the study suggests the establishment of ‘Unified Electoral Readiness Corps’ and ‘North Korea Regional Electoral Support Group’ within the National Election Commission. Finally, the Standing Electoral Units shifted from the current North Korea Ad Hoc Electoral Committees of each government level will be installed for the successful implementation of new administrative election installations to secure election process transparency in the unified Korea peninsula.
