모뉴엘 보험사기를 통해 본 전자무역의 정책적 시사점

Abstract

연구목적: 최근 발생한 모뉴엘 무역사기 사건을 중심으로 전자무역 시대에 무역사기의 과제를 되돌아보고 정책적 시사점을 얻는데 연구의 목적이 있다.논문구성/논리: 전반적인 무역보험사기의 구조 및 과정을 살펴보기 위해 다양한 문헌들과 정책적 자료들을 살펴보았다. 특히 관련된 거래기구들의 구체적 활동과, 이들 사이의 상호 견제와 보완의 관점에서 살펴보면서 원활한 거래를 위해 설정된 제도적 장치들이 기관들 사이의 적절한 견제와 협력의 관계 속에서 작동하도록 하는 방안을 도출하였다.결과: 무역보험의 구조와 기능은 적정 통제 관점에서 분석되어야 하며 무역거래의 위험을 줄여 거래를 원활하게 만들기 위한 역할을 찾는 ‘책임성 확보’의 관점에서 접근해야 할 필요가 있다는 결론을 도출하였다. 또한 단순히 ‘일벌백계’, ‘사기근절’ 에 대한 노력에 그치는 것이 아니라 수사 및 감독기관 간 다양한 상황을 고려한 구체적인 정보를 교류하여 각 기관의 속사정을 함께 고려해 논해야 한다는 결론을 도출하였다.독창성/가치: 무역보험사기의 구조와 과정을 무역거래 이해관계자들 사이의 정보 비대칭과 도덕적 해이 관점에서 살펴보았다. 사례연구에 전문가 인터뷰를 포함하여 다양한 논점들을 입체적으로 조명하였다. 특히, 특정 이해 당사자가 피해를 볼 수 있는 가능성을 탐색하고 다양한 정책적 논의들을 현실에 비추어 분석하여 개선방안을 찾고자 했다는 점에서 의미가 있다.

Purpose: Based on studying the case of ‘Moneual scandal’, this research attempts to identify the structural loophole in the system of Korean trade settlement and finance - with emphasis on trade insurance policy.Composition/Logic: The focus of analysis will be laid on the system of division among the related institutions. Without any proper 'check and balance' among the related institutions (with careful due diligence efforts), trade fraud is essentially unavoidable (especially in trade insurance program). Various ideas in the trade policy are reviewed against the logic of 'optimal monitoring' and 'accountability'.Findings: Activity-level analysis on the case details demonstrates the coordination failure among the related institutions. Designed as a part of the government-led export promotion program, trade insurance system led by Korea Trade Insurance Company has limited accountability. Privatization of the trade insurance program could improve accountability, but the goal of export promotion (especially for the small exporters) is impuired.Originality/Value: This paper Analyzed the structure of trade insurance fraud through the perspective of information economics. Details of Case analysis were supported by in-depth field interviews. 'Frequently discussed' policy recommendations were critically reviewed with the economic reasoning as well as expert opinion earned through the interview.
